【摘要】：新航路開(kāi)辟以來(lái),人類(lèi)社會(huì)發(fā)展進(jìn)入了新階段,人們的發(fā)展目光由陸地轉(zhuǎn)向海洋,中國(guó)作為一個(gè)陸海兼?zhèn)涞拇髧?guó),更應(yīng)當(dāng)高度重視海洋在今天的世界發(fā)展中所起到的重要作用。當(dāng)今中國(guó)已經(jīng)成為世界第二大經(jīng)濟(jì)體,綜合國(guó)力不斷增強(qiáng),在海洋發(fā)展方面的需求不斷增長(zhǎng),這就要求中國(guó)政府認(rèn)真經(jīng)略海洋。從中共十七大提出建設(shè)海洋強(qiáng)國(guó)到將建設(shè)海洋強(qiáng)國(guó)目標(biāo)寫(xiě)入中共十八大報(bào)告,這說(shuō)明了中國(guó)擁有堅(jiān)定的決心要在海洋方面有所突破與發(fā)展。然而中國(guó)海洋戰(zhàn)略制定及目標(biāo)方向離不開(kāi)現(xiàn)實(shí)地緣政治因素。中國(guó)周邊地緣政治環(huán)境復(fù)雜,要結(jié)合實(shí)際制定有利于中國(guó)海洋發(fā)展的科學(xué)化戰(zhàn)略值得我們深思。本文以地緣政治理論為視角研究中國(guó)海洋戰(zhàn)略問(wèn)題,研究目的在于通過(guò)分析中國(guó)面臨的地緣政治環(huán)境、政治格局,影響因素等內(nèi)容,分析中國(guó)海洋戰(zhàn)略發(fā)展面臨的機(jī)遇與挑戰(zhàn),并為中國(guó)海洋戰(zhàn)略的構(gòu)建及實(shí)施提出一定的建議。本文一共分為六個(gè)部分:第一部分為緒論,包括本文選題的緣由與意義、文獻(xiàn)綜述、研究目的、研究方法、創(chuàng)新點(diǎn);第二部分進(jìn)行了中國(guó)海洋戰(zhàn)略的地緣政治環(huán)境分析,闡述了中國(guó)海洋戰(zhàn)略的內(nèi)容、指導(dǎo)原則及發(fā)展目標(biāo),并分析了當(dāng)前影響中國(guó)的海洋地緣政治因素;第三部分論述了中國(guó)海洋戰(zhàn)略面臨的地緣政治挑戰(zhàn),有主權(quán)爭(zhēng)議、海上安全隱患等問(wèn)題;第四部分分析了中國(guó)面臨局勢(shì)的原因,有美國(guó)海洋戰(zhàn)略的影響,固有的地緣政治因素以及海洋意識(shí)和海上力量的薄弱等原因;第五部分實(shí)施國(guó)家海洋戰(zhàn)略的建議;第六部分為文章的結(jié)論部分。
[Abstract]:Since the opening of the new route, the development of human society has entered a new stage. People's development attention has shifted from land to sea. As a large country with both land and sea, China should attach great importance to the important role played by the ocean in the development of the world today. Today, China has become the world's second-largest economy, increasing overall national strength and increasing demand for marine development, which requires the Chinese government to seriously experience the sea. From the 17th National Congress of the Communist Party of China (CPC) to the report of the 18th National Congress of the Communist Party of China (CPC), this shows that China has a firm determination to make breakthroughs and development in the field of oceans. However, the formulation and target direction of China's maritime strategy cannot be separated from realistic geopolitical factors. The geopolitical environment around China is complicated, so it is worth thinking deeply that we should draw up a scientific strategy which is beneficial to the development of China's oceans. The purpose of this paper is to analyze the opportunities and challenges of China's marine strategic development by analyzing the geopolitical environment, political pattern, influencing factors, and so on, from the perspective of the geopolitical theory of China, and the purpose of the study is to analyze the opportunities and challenges faced by the development of China's marine strategy. And put forward some suggestions for the construction and implementation of China's marine strategy. This paper is divided into six parts: the first part is the introduction, including the reasons and significance of this topic, literature review, research purpose, research methods, innovation; The second part analyzes the geopolitical environment of China's maritime strategy, expounds the contents, guiding principles and development goals of China's marine strategy, and analyzes the current marine geopolitical factors that affect China. The third part discusses the geopolitical challenges facing China's maritime strategy, sovereignty disputes, maritime security risks and other issues; The fourth part analyzes the reasons why China is facing the situation, including the influence of American maritime strategy, the inherent geopolitical factors and the weakness of maritime consciousness and maritime power, the fifth part of the implementation of the national maritime strategy recommendations; The sixth part is the conclusion of the article.
