【摘要】：全球化時(shí)代的外交轉(zhuǎn)型體現(xiàn)在外交的環(huán)境和位置、規(guī)則和規(guī)范、溝通和交流方式、行為體和角色增加等多方面。衛(wèi)生議題與外交的融合及全球衛(wèi)生外交的興起是國(guó)際形勢(shì)緩和與全球化的必然結(jié)果。全球衛(wèi)生外交與其他外交形式有共同特點(diǎn),但它的側(cè)重點(diǎn)不是一個(gè)國(guó)家如何使用外交手段來(lái)落實(shí)其對(duì)外衛(wèi)生政策,而是突出衛(wèi)生領(lǐng)域的全球治理在解決人類(lèi)面臨的衛(wèi)生問(wèn)題上所發(fā)揮的作用,以及衛(wèi)生外交在實(shí)現(xiàn)國(guó)家對(duì)外政策目標(biāo)方式上的干預(yù)和影響。在環(huán)境、規(guī)范、溝通方式、制度及協(xié)調(diào)性方面,全球衛(wèi)生外交全面展現(xiàn)了外交轉(zhuǎn)型的特點(diǎn)和未來(lái)外交發(fā)展的趨勢(shì)。了解這些新特點(diǎn)和外交發(fā)展方向,不僅對(duì)中國(guó)積極參與全球衛(wèi)生外交,而且對(duì)中國(guó)外交的理念和實(shí)踐都具有重要啟示。
[Abstract]:The transformation of diplomacy in the era of globalization is reflected in the diplomatic environment and position, rules and norms, communication and communication methods, the increase of actors and roles and so on. The integration of health issues and diplomacy and the rise of global health diplomacy are the inevitable result of the relaxation and globalization of the international situation. Global health diplomacy shares common features with other forms of diplomacy, but its focus is not on how a country uses diplomatic means to implement its external health policies. It emphasizes the role of global governance in the field of health in solving the health problems faced by human beings, and the intervention and influence of health diplomacy in the way of achieving national foreign policy objectives. In terms of environment, norm, communication mode, system and coordination, global health diplomacy shows the characteristics of diplomatic transition and the trend of diplomatic development in the future. To understand these new characteristics and the direction of diplomatic development is not only important to China's active participation in global health diplomacy, but also to the concept and practice of Chinese diplomacy.
