論21世紀以來日本ODA政策的調(diào)整及對中國的影響

【摘要】：二戰(zhàn)以后，日本為了擺脫孤立的局面，融入國際社會，日本政府開始了對外援助。50年過去了，ODA成為了日本政府重要的外交工具。日本的ODA政策并不是一成不變的，而是根據(jù)不同時期國際利益目標的變化而進行不斷的調(diào)整。21世紀以來，日本面臨的國際、國內(nèi)形勢都發(fā)生了一些新的變化，因此日本ODA政策進行了較大規(guī)模調(diào)整。2003年日本對外開發(fā)援助新大綱的出臺，標志著日本對政府開發(fā)援助調(diào)整的完成，這次調(diào)整更加強調(diào)了日本的國家利益。 本文第一章回顧了戰(zhàn)后到21世紀前日本ODA的演變歷史，介紹了日本ODA政策產(chǎn)生的背景，根據(jù)不同國家目標劃分了不同的階段。第二章分析了21世紀以來的日本ODA變化，主要是將新舊《ODA大綱》進行比較，分析了大綱變化后在援助地域、援助金額和援助形式的表現(xiàn)。第三章，分析對外援助變化的國際形勢、經(jīng)濟和國內(nèi)政治方面的原因。第四章，對日本援華進行了簡要分析，，分析了21世紀以來日本對中國援助變化的原因以及日本經(jīng)驗對中國的啟示。
[Abstract]:After World War II, in order to get rid of isolation and integrate into the international community, the Japanese government began foreign aid. 50 years later, the ODA has become an important diplomatic tool for the Japanese government. Japan's ODA policy is not immutable, but is constantly adjusted in accordance with the changes in international interest objectives in different periods. Since the 21st century, Japan has faced some new changes in the international and domestic situation. The introduction of the new outline of Japan's foreign development assistance in 2003 marks the completion of Japan's adjustment to the government's development assistance, and this adjustment emphasizes the national interests of Japan. The first chapter of this paper reviews the evolution history of Japanese ODA from postwar to 21st century, introduces the background of Japanese ODA policy, and divides different stages according to different national goals. The second chapter analyzes the changes of ODA in Japan since the 21st century, mainly compares the old and new ODA outline, and analyzes the performance of aid area, aid amount and aid form after the change. The third chapter analyzes the international situation, economic and domestic political reasons of the change of foreign aid. The fourth chapter makes a brief analysis of Japan's aid to China, analyzes the reasons for the change of Japan's aid to China in the 21st century and the enlightenment of Japan's experience to China.
