印度對“達(dá)賴流亡政府”的政策的新動(dòng)向

【摘要】：西藏是中國領(lǐng)土中不可分割的一部分,達(dá)賴集團(tuán)自逃亡印度以來一直從事各種妄圖實(shí)現(xiàn)“西藏獨(dú)立”和分裂中國的活動(dòng),成為威脅我國外交、軍事、民族團(tuán)結(jié)甚至統(tǒng)一大業(yè)的危險(xiǎn)分子之一。印度作為一個(gè)擁有核武器和巨大潛力的地區(qū)性強(qiáng)國,與中國在西藏問題、邊界問題、資源問題以及國際大戰(zhàn)略上都存在著很多不和諧、以及需要研究和不確定的因素。這也讓印度政府與達(dá)賴集團(tuán)在某個(gè)角度上存在可以相互利用的余地。但與此同時(shí),印度政府又不得不顧慮到中國的底線以及與中國搞好關(guān)系的必要性。因此,歷史的結(jié)果就是印度政府對達(dá)賴集團(tuán)的政策和態(tài)度總是隨著其他環(huán)境因素的變化而變化。印度政府最新的動(dòng)向基本上表現(xiàn)在鼓動(dòng)達(dá)賴串訪“達(dá)旺”和接班人選舉上。 本文正是試圖先簡要介紹西藏問題的歷史淵源和英印政府的對藏政策,在弄清緣由之后,運(yùn)用舉例論證和比較分析等方法重點(diǎn)分析印度自獨(dú)立以來在不同時(shí)期對待達(dá)賴集團(tuán)的態(tài)度及背后的原因。再結(jié)合中國的國情與當(dāng)前國際形勢,提出了一些粗淺的看法和意見。
[Abstract]:Tibet is an inalienable part of Chinese territory. Since its flight to India, the Dalai clique has been engaged in various activities in vain to achieve "Tibet independence" and split China, thus threatening China's diplomacy and military affairs. One of the dangerous elements in the great cause of national unity or even unity. As a regional power with nuclear weapons and great potential, India has a lot of discord with China over Tibet, borders, resources and international strategy, as well as factors that need to be studied and uncertain. It also leaves the Indian government and the Dalai clique in a position to use each other. But at the same time, the Indian government has to worry about China's bottom line and the need for good relations with China. As a result, the Indian government's policies and attitudes toward the Dalai clique always change with other environmental factors. The latest move by the Indian government is basically encouraging Dalai to visit Tawang and the election of his successor. This paper attempts to briefly introduce the historical origin of the Tibet issue and the British and Indian government's policy towards Tibet. By means of examples and comparative analysis, India's attitude towards the Dalai clique in different periods since independence and the reasons behind it are analyzed. Combined with China's national conditions and the current international situation, put forward some superficial views and opinions.
