【摘要】：隨著中國的全方面發(fā)展與進(jìn)步的繼續(xù)，中國綜合國力的連續(xù)數(shù)十年增長與中國國際地位的持續(xù)上升，中國外交的發(fā)展成就是較為顯著的。公共外交作為中國外交的一部分，在中國外交中的地位與作用伴隨著中國和平發(fā)展的進(jìn)程，正在發(fā)揮著越來越重要的作用。公共外交的合理與有效運(yùn)用，成為當(dāng)今中國外交發(fā)展的關(guān)鍵環(huán)節(jié)與戰(zhàn)略性舉措。進(jìn)入21世紀(jì)以來，為適應(yīng)新的國際形勢與周邊國際環(huán)境的變化，中國外交正在進(jìn)行著較為明顯的調(diào)整，其中尤為突出的是中國對(duì)于公共外交的重視值得關(guān)注。在中國的全球公共外交中，對(duì)日公共外交在當(dāng)今和未來相當(dāng)長的一段時(shí)間內(nèi)，無疑占據(jù)著重要的位置。 本文的研究通過結(jié)合近年來中國公共外交發(fā)展的大趨勢為背景，以中國對(duì)日公共外交為研究重點(diǎn)。本文通過對(duì)于中國對(duì)日公共外交釋義與現(xiàn)狀和對(duì)日公共外交的作用的闡述與分析，以推進(jìn)對(duì)日公共外交癥結(jié)的探析和進(jìn)一步推進(jìn)對(duì)日公共外交的發(fā)展的探索為主要研究內(nèi)容。在收集相關(guān)的資料、文獻(xiàn)與數(shù)據(jù)的基礎(chǔ)上，，進(jìn)行將近一年半的研究。 本文的導(dǎo)論介紹了對(duì)日公共外交的研究意義、研究現(xiàn)狀與研究方法，通過這一介紹展開對(duì)于中國對(duì)日公共外交的基礎(chǔ)性理解、探索與分析。 第一章著眼于對(duì)中國對(duì)日公共外交釋義研究，從公共外交的概念著手，分析了公共外交的作用；隨后，介紹了中國對(duì)日公共外交的發(fā)展歷程與現(xiàn)狀。本章的分析認(rèn)為，當(dāng)前的中國對(duì)日公共外交的現(xiàn)狀并非出于理想狀態(tài)，但其發(fā)展前景還是具備一定積極因素的。第二章著眼于中國對(duì)日公共外交的必要性分析，大致分為以下部分：中國對(duì)日公共外交的理論探索；中國對(duì)日公共外交的當(dāng)前作用分析；中國對(duì)日公共外交的預(yù)期效果。本章認(rèn)為，妥善而有效地推進(jìn)中國對(duì)日公共外交有助于促進(jìn)中日戰(zhàn)略互惠關(guān)系的積極構(gòu)建與進(jìn)一步強(qiáng)化。其中首要的問題就是需要對(duì)當(dāng)前中國對(duì)日公共外交實(shí)施所面臨的結(jié)癥給予必要的認(rèn)識(shí)。 第三章著眼于當(dāng)前推進(jìn)對(duì)日公共外交的癥結(jié)與外交困境分析，本章認(rèn)為，對(duì)日公共外交的癥結(jié)在于公共外交溝通途徑不暢、中國的對(duì)日公共外交建設(shè)相對(duì)滯后與東北亞地區(qū)安全局勢尤其是朝鮮半島較為嚴(yán)峻的安全局勢在相當(dāng)程度上制約著中國推進(jìn)對(duì)日公共外交；對(duì)日公共外交困局則在于對(duì)日公共外交需要整體性的統(tǒng)籌規(guī)劃、當(dāng)前的中國對(duì)日公共外交的宣傳工作相對(duì)滯后。隨后介紹了對(duì)日公共外交的案例分析。 第四章著眼于如何推進(jìn)中國對(duì)日公共外交的探索，本章中國對(duì)日公共外交的探索分為理論探索、戰(zhàn)略與政策準(zhǔn)備、推進(jìn)對(duì)日公共外交的具體措施等內(nèi)容的介紹與分析。 本文的結(jié)論中，通過對(duì)本文所論述的中國公共外交積極發(fā)展背景下的對(duì)日公共外交的基本梳理，對(duì)中國對(duì)日公共外交的體系性建設(shè)做出概括與展望。
[Abstract]:With the continuous development and progress in all aspects of China, the continuous growth of China's comprehensive national strength for decades and the continuous rise of China's international status, China's diplomatic achievements are relatively remarkable. As a part of Chinese diplomacy, public diplomacy is playing a more and more important role in the process of China's peaceful development. The rational and effective use of public diplomacy has become a key link and strategic measure in the development of Chinese diplomacy. Since the beginning of the 21st century, in order to adapt to the new international situation and the changes in the surrounding international environment, China's diplomacy is undergoing a relatively obvious adjustment, especially China's attention to public diplomacy deserves attention. In China's global public diplomacy, public diplomacy to Japan will undoubtedly occupy an important position at present and in the future for a long time. Based on the trend of the development of China's public diplomacy in recent years, this paper focuses on China's public diplomacy to Japan. Based on the explanation and analysis of Chinese public diplomacy to Japan and the function of public diplomacy to Japan, this paper focuses on the analysis of the crux of public diplomacy towards Japan and the further exploration of the development of public diplomacy to Japan. On the basis of collecting relevant data, literature and data, nearly a year and a half of research. The introduction of this paper introduces the research significance, research status and research methods of public diplomacy to Japan, through which the basic understanding, exploration and analysis of China's public diplomacy to Japan are carried out. The first chapter focuses on the interpretation of China's public diplomacy to Japan and analyzes the role of public diplomacy from the concept of public diplomacy, and then introduces the development and current situation of China's public diplomacy to Japan. According to the analysis of this chapter, the present situation of China's public diplomacy to Japan is not from the ideal state, but its development prospect still has certain positive factors. The second chapter focuses on the necessity analysis of China's public diplomacy to Japan, which is divided into the following parts: the theoretical exploration of China's public diplomacy to Japan; the analysis of the current role of China's public diplomacy to Japan; and the expected effect of China's public diplomacy to Japan. This chapter holds that proper and effective promotion of China's public diplomacy to Japan will contribute to the positive construction and further strengthening of the strategic reciprocal relationship between China and Japan. The most important problem is to give a necessary understanding of the problems that China is facing in the implementation of its public diplomacy with Japan. The third chapter focuses on the analysis of the sticking point and diplomatic dilemma of promoting public diplomacy to Japan. This chapter holds that the crux of public diplomacy towards Japan lies in the lack of communication channels between public diplomacy and Japan. China's relative lag in the construction of public diplomacy to Japan and the security situation in Northeast Asia, especially the more severe security situation on the Korean Peninsula, to a certain extent, restrict China's promotion of public diplomacy to Japan; The difficulty of public diplomacy towards Japan lies in the overall planning of Japanese public diplomacy, and the propaganda work of Chinese public diplomacy to Japan lags behind. Then it introduces the case analysis of public diplomacy to Japan. The fourth chapter focuses on how to promote the exploration of China's public diplomacy to Japan. The exploration of China's public diplomacy to Japan is divided into theoretical exploration, strategy and policy preparation, and the introduction and analysis of specific measures to promote public diplomacy to Japan. In the conclusion of this paper, the author generalizes and prospects the systematic construction of China's public diplomacy to Japan by combing the Chinese public diplomacy against Japan under the background of the positive development of China's public diplomacy.
