【摘要】：國際核危機管理,是人類對現(xiàn)代歷史進程中形成的國際社會之中國家間安全稀缺“救濟品”進行管理的一次艱難嘗試。最終形成的“大國協(xié)調(diào)模式”在相當一段歷史時期中發(fā)揮了關鍵作用,并將在可預見的未來繼續(xù)發(fā)揮這種重要作用。核問題的發(fā)生起源于資本主義國家對社會主義國家的安全不信任,并在20世紀90年代初期開始以幾次朝核危機的方式集中爆發(fā)出來。時至今日,人們至少經(jīng)歷了3次不斷升級的朝核危機的沖擊。朝核危機對朝鮮半島乃至東北亞地區(qū)各國的穩(wěn)定發(fā)展環(huán)境的破壞和潛在不利影響不言而喻,相關各國以各種方式尋求這一危機的解決方案。借鑒大國協(xié)調(diào)管理國際核危機的模式,在東北亞地區(qū)發(fā)展進程中占據(jù)主導地位的中美兩個大國,逐漸形成對朝核危機的協(xié)同管理,其中主要體現(xiàn)在以六方會談為主的多邊管理框架和機制的運作和成果中。中美朝核危機合作管理的結(jié)果有得有失,經(jīng)驗值得總結(jié),缺失值得反思。對兩國來說更為重要的是,共同經(jīng)歷過朝鮮半島的起伏波折后,將要以怎樣更加安全有效的管理方式和渠道,盡快促進朝核問題的根本解決。
[Abstract]:International nuclear crisis management is a difficult attempt for mankind to manage the scarce "relief goods" among countries in the international community formed in the process of modern history. The "Great Power Coordination Model" has played a key role in a considerable period of history and will continue to play this important role in the foreseeable future. The nuclear issue originated from the distrust of the security of socialist countries in capitalist countries and began to erupt in the early 1990s in the form of several nuclear crises in North Korea. Today, people have experienced at least three escalating shocks from the North Korean nuclear crisis. The damage and potential adverse effects of the Korean nuclear crisis on the stable development environment of the Korean Peninsula and even the countries in Northeast Asia are self-evident, and the countries concerned seek a solution to the crisis in various ways. Drawing lessons from the model of coordinating and managing the international nuclear crisis by major powers, China and the United States, which occupy a dominant position in the development process of Northeast Asia, have gradually formed a coordinated management of the North Korean nuclear crisis. This is mainly reflected in the operation and results of the six-Party talks-based multilateral regulatory framework and mechanism. The results of Sino-American nuclear crisis management are worth summing up and reflection. What is more important for the two countries is that after going through the ups and downs of the Korean Peninsula together, they will promote the fundamental solution of the DPRK nuclear issue as soon as possible through more safe and effective management methods and channels.
