【摘要】：二戰(zhàn)后,歐洲地區(qū)出現(xiàn)了三種不同形態(tài)的一體化,因驅(qū)動力不同,其一體化結(jié)果也各不相同。經(jīng)互會是政治驅(qū)動,在蘇東劇變后"壽終正寢"。歐自聯(lián)是貿(mào)易驅(qū)動的一體化,雖然不斷遭到歐盟的蠶食,但由于其平臺的開放性,故依然具有活力。而歐共體的一體化則是政治加貿(mào)易驅(qū)動的一體化,成員國在不斷擴大,同時一體化的程度也在不斷加深。相比之下,蘇聯(lián)解體后產(chǎn)生的獨聯(lián)體,在一體化方面延續(xù)了政治驅(qū)動的勢頭,又注重安全一體化,而經(jīng)濟(jì)一體化起步較晚,耽誤了發(fā)展的時機。對于烏克蘭來說,地緣政治平衡是最好的選擇,但隨著時間的推移,經(jīng)濟(jì)發(fā)展不順,獨聯(lián)體經(jīng)濟(jì)一體化又止步不前,對外經(jīng)濟(jì)關(guān)系的天平開始向歐盟傾斜。而歐盟對東部鄰國政策的不斷調(diào)整,最終促成烏克蘭選擇了歐洲經(jīng)濟(jì)一體化,也引爆了烏克蘭危機。在烏克蘭經(jīng)濟(jì)社會發(fā)展道路選擇上,歐盟軟實力的吸引力勝過了俄羅斯的硬實力。
[Abstract]:After World War II, three different forms of integration appeared in Europe. The exchange was driven by politics and ended after the drastic changes in the Soviet Union and East Europe. The European Union is a trade-driven integration. Although it has been encroached on by the EU, it still has vitality because of the openness of its platform. The integration of EC is the integration driven by politics and trade, the member countries are expanding and the degree of integration is deepening. In contrast, the CIS, which emerged after the disintegration of the Soviet Union, continued the trend of political drive and paid attention to the integration of security in the aspect of integration, while the economic integration started relatively late, which delayed the opportunity for development. For Ukraine, geopolitical balance is the best option, but with the passage of time, economic development is not good, the CIS economic integration has stalled, and the balance of foreign economic relations has begun to tilt to the European Union. The European Union's policy toward its eastern neighbors led to Ukraine's choice of European economic integration and triggered a crisis in Ukraine. In Ukraine's choice of economic and social development, the European Union's soft power is more attractive than Russia's hard power.
