【摘要】：隨著中國綜合國力的增強和國際地位的提升,國際社會開始將關(guān)注的目光聚焦于東方,并對中國的迅速崛起產(chǎn)生疑慮：中國將會選擇一條什么樣的發(fā)展道路?不斷強大的中國將如何對待現(xiàn)有的國際秩序?中國的發(fā)展將對世界和平產(chǎn)生什么樣的影響?面對國際社會的擔憂與質(zhì)疑,中國正式提出和平發(fā)展戰(zhàn)略,以實際行動向世界證明：中國的發(fā)展過程是一個新興大國追求和平與發(fā)展的過程,也是一個讓世界重新認識和接受中國的過程。 進入21世紀,國際形勢正在發(fā)生深刻而又復雜的變化,中國和平發(fā)展所面臨的不確定因素增多,外部壓力加大。本文主要從經(jīng)濟、政治和安全三個維度分析當前中國和平發(fā)展戰(zhàn)略所遇到的外部挑戰(zhàn)：經(jīng)濟上,世界經(jīng)濟發(fā)展進入“深度調(diào)整期”,主要發(fā)達經(jīng)濟體復蘇乏力、新興經(jīng)濟體增速放緩、國際金融市場持續(xù)動蕩、貿(mào)易保護主義抬頭等一系列消極因素導致中國面臨經(jīng)濟下行的風險。政治上,西方國家推行的“新干涉主義”政策不僅破壞和平的國際環(huán)境,也破壞和諧穩(wěn)定的國內(nèi)政治環(huán)境,進一步加大中國和平發(fā)展的阻力。安全上,中國既面臨傳統(tǒng)安全的挑戰(zhàn),又面臨非傳統(tǒng)安全的威脅,兩者相互影響、相互轉(zhuǎn)化,導致國家安全形勢日趨復雜化。 縱觀人類社會發(fā)展史,挑戰(zhàn)與機遇從來就是一對孿生兄弟,共生共伴。因此,對于外部挑戰(zhàn)需要辯證分析,積極應對。后冷戰(zhàn)時期,世界局勢呈現(xiàn)出國際力量對比“趨向均衡”、國際機制改革“趨向深入”、國際社會合作共贏的意愿“趨向上升”的新趨向,國際秩序朝著更加公正、合理的方向發(fā)展,從而為中國和平發(fā)展提供了重大戰(zhàn)略機遇期。本文研究的目的在于,通過全面、準確地認識和把握當前中國和平所面臨的一系列重大外部挑戰(zhàn),以鄧小平理論、“三個代表”重要思想、科學發(fā)展觀為指導,構(gòu)建一套具有科學性、前瞻性和時效性的戰(zhàn)略體系,提升中國應對和處置外部挑戰(zhàn)的能力,努力將外部挑戰(zhàn)轉(zhuǎn)化為推動中國發(fā)展、世界繁榮的重大機遇和動力,使中國真正成長為一個具有全球影響力的“負責任大國”。對此,本文提出了實現(xiàn)和平發(fā)展戰(zhàn)略的具體路徑：一是繼續(xù)深化和推進互利共贏的開放戰(zhàn)略,在全面參與經(jīng)濟全球的進程中,在促進與國際社會的良性互動中,實現(xiàn)世界共同發(fā)展、普遍繁榮。二是積極推動以聯(lián)合國為中心的國際組織改革,支持擴大發(fā)展中國家在國際事務中的代表性和發(fā)言權(quán),努力實現(xiàn)國際關(guān)系民主化,共同構(gòu)建國際政治新秩序。三是以新安全觀為指導,妥善解決影響中國和平發(fā)展的大國關(guān)系、周邊關(guān)系、臺灣問題以及非傳統(tǒng)安全等重大問題,為維護國家安全、地區(qū)安全和世界和平作出重大貢獻。 總之,和平發(fā)展是中國順應時代發(fā)展潮流作出的正確戰(zhàn)略抉擇,具有重要的理論價值和實踐意義。對中國來講,和平發(fā)展戰(zhàn)略是實現(xiàn)“中國夢”的必由之路。對世界來講,和平發(fā)展戰(zhàn)略是構(gòu)建“和諧世界”的內(nèi)在要求。
