新中國(guó)對(duì)阿拉伯國(guó)家人文外交運(yùn)作模式研究

【摘要】:人文外交作為一種嶄新的外交形式,,是對(duì)當(dāng)今國(guó)際關(guān)系領(lǐng)域中國(guó)家、市場(chǎng)、社會(huì)三者互動(dòng)的有效應(yīng)對(duì),是對(duì)文化外交、公共外交、民間外交等傳統(tǒng)外交方式的有機(jī)整合。在概念的界定上,“人文”一詞是中國(guó)傳統(tǒng)文化最主要和最鮮明的特征,其主要理念則是指以禮樂(lè)為教化天下之本,以及由此建立起來(lái)一個(gè)人倫有序的理想文明社會(huì),“和而不同”與“注重民生”等理念都深植于其中。人文外交是一國(guó)通過(guò)與他國(guó)在文化、教育、衛(wèi)生、宗教、旅游等領(lǐng)域的交流,以深化國(guó)際社會(huì)對(duì)于該國(guó)的認(rèn)識(shí),從而改善該國(guó)的國(guó)際形象。因此,人文外交具有戰(zhàn)略性、總體性、長(zhǎng)期性等特點(diǎn),是一國(guó)對(duì)外戰(zhàn)略的重要組成部分。人文外交在理論上以軟實(shí)力理論、國(guó)家形象理論、建構(gòu)主義理論、文明對(duì)話理論等為依托,在當(dāng)今中國(guó)的外交政策中占有十分重要的地位,而新中國(guó)對(duì)阿拉伯國(guó)家的外交實(shí)踐則為構(gòu)建中國(guó)特色的人文外交理論積累了寶貴經(jīng)驗(yàn)。 1955年亞非會(huì)議后,新中國(guó)先后與22個(gè)阿拉伯國(guó)家建立了外交關(guān)系,在對(duì)阿關(guān)系中,人文外交在各個(gè)時(shí)期促進(jìn)了主權(quán)利益、經(jīng)濟(jì)利益、非傳統(tǒng)安全利益、戰(zhàn)略利益等中國(guó)國(guó)家利益的拓展。隨著人文外交途徑和內(nèi)涵的發(fā)展與創(chuàng)新,中國(guó)逐漸在人文外交領(lǐng)域形成了較為成功的運(yùn)作模式,如朝覲交流、援外醫(yī)療、孔子學(xué)院、中國(guó)文化中心等運(yùn)作模式對(duì)人文外交的推動(dòng)和中國(guó)國(guó)家利益的拓展均起到了重要的作用,中國(guó)對(duì)阿人文外交已成為新中國(guó)人文外交的重要組成部分。 但是,我國(guó)的人文外交也面臨著諸多挑戰(zhàn)。其中包括:中國(guó)對(duì)阿拉伯國(guó)家的國(guó)情研究有待加強(qiáng)、中阿民間交流尚需拓展,中阿媒體合作仍需深化,以及人文外交決策機(jī)制亟待進(jìn)一步創(chuàng)新等。當(dāng)然,這些挑戰(zhàn)中也蘊(yùn)含著機(jī)遇,在化挑戰(zhàn)為機(jī)遇的具體實(shí)踐中,如何推進(jìn)深化中國(guó)人文交流與合作,將是我們努力的方向。
[Abstract]:As a new diplomatic form, humanistic diplomacy is an effective response to the interaction among countries, markets and society in the field of international relations today. It is also an organic integration of traditional diplomatic methods such as cultural diplomacy, public diplomacy, folk diplomacy and so on. In the definition of the concept, the word "humanities" is the most important and distinct feature of Chinese traditional culture, and its main idea is to take etiquette and music as the basis for the enlightenment of the world, and thus to establish an ideal civilized society with orderly human relations. The concepts of "harmony without difference" and "paying attention to people's livelihood" are deeply rooted in them. Humanistic diplomacy is a kind of communication between a country and other countries in the fields of culture, education, health, religion, tourism and so on, in order to deepen the understanding of the international community and improve the international image of the country. Therefore, humanistic diplomacy has the characteristics of strategic, overall and long-term, and is an important part of a country's foreign strategy. Based on the theory of soft power, the theory of national image, the theory of constructivism and the theory of civilized dialogue, humanistic diplomacy occupies a very important position in China's foreign policy today. The diplomatic practice of New China to Arab countries has accumulated valuable experience for the construction of humanistic diplomacy theory with Chinese characteristics. After the 1955 Asian-African Conference, the people's Republic of China established diplomatic relations with 22 Arab countries successively. In its relations with Arab countries, humanistic diplomacy promoted sovereignty, economic and non-traditional security interests in various periods. The development of China's national interests such as strategic interests. With the development and innovation of the channels and connotations of humanistic diplomacy, China has gradually formed a more successful mode of operation in the field of humanistic diplomacy, such as Hajj exchange, medical aid to foreign countries, Confucius Institute, etc. The Chinese cultural center has played an important role in the promotion of humanistic diplomacy and the expansion of China's national interests, and China's humanistic diplomacy to Afghanistan has become an important part of the humanistic diplomacy of the people's Republic of China. However, China's humanistic diplomacy is also facing many challenges. These include: China's research on the national conditions of Arab countries needs to be strengthened, Sino-Arab folk exchanges need to be expanded, Sino-Arab media cooperation still needs to be deepened, and the decision-making mechanism of humanistic diplomacy needs to be further innovated. Of course, these challenges also contain opportunities, in the specific practice of turning challenges into opportunities, how to promote the deepening of China's cultural exchanges and cooperation will be the direction of our efforts.
