【摘要】：氣候變化已經(jīng)成為影響中國周邊地區(qū)水資源安全的重要因素。氣候變化將加劇中國周邊地區(qū)的水資源短缺性危機,加速青藏高原冰川融化,引發(fā)大規(guī)模的水環(huán)境移民,由此推動水資源問題實現(xiàn)"安全化";同時將導致跨國界河流徑流量的年際和季節(jié)性變化增大,加劇國家之間的水資源分配和供應的不穩(wěn)定性,進而誘發(fā)種族沖突和引發(fā)地區(qū)動蕩。另,"中國水威脅論"會被推波助瀾,破壞中國的國際形象,誤導周邊國家民眾客觀認知中國。對此,中國應充分發(fā)揮負責任地區(qū)大國的作用,以積極姿態(tài)攜手周邊國家在氣候合作框架下制定相應的對策,加強對周邊國家的資金支持與援助力度,幫助其提升水資源管理和氣候變化應對能力,共同推動水資源安全的實現(xiàn)。
[Abstract]:Climate change has become an important factor affecting water resources security around China. Climate change will aggravate the shortage crisis of water resources in the surrounding areas of China, accelerate the melting of glaciers in the Qinghai-Tibet Plateau, and lead to large-scale migration of water environment, thus promoting the "safety" of water resources. At the same time, it will increase the interannual and seasonal variation of the runoff of cross-border rivers, increase the instability of water resources distribution and supply between countries, and then cause ethnic conflicts and regional instability. On the other hand, the theory of China's water threat will be added to the fire, destroy China's international image and mislead the people of neighboring countries to understand China objectively. In this regard, China should give full play to its role as a responsible regional power, join hands with neighboring countries to formulate corresponding countermeasures under the framework of climate cooperation, and strengthen financial support and assistance to neighboring countries. To help it improve its water resources management and climate change response, and jointly promote the realization of water security.
