【摘要】：幾內(nèi)亞灣海盜已成為該地區(qū)面臨的嚴(yán)重非傳統(tǒng)安全威脅。其活動(dòng)頻率居高不下,作案手法日益專業(yè)化,目標(biāo)選擇漸趨多元,活動(dòng)范圍不斷擴(kuò)大,組織結(jié)構(gòu)日趨復(fù)雜。究其原因,幾內(nèi)亞灣海盜問(wèn)題是該地區(qū)社會(huì)經(jīng)濟(jì)發(fā)展困境、政府政策失當(dāng)、族群對(duì)立、安全局勢(shì)惡化與政府海洋治理能力不足的產(chǎn)物。這種特殊的背景使得海盜同時(shí)具有反政府武裝、犯罪組織與地方社區(qū)建設(shè)參與者三重身份。幾內(nèi)亞灣海盜的猖獗給國(guó)際航運(yùn)業(yè)帶來(lái)巨大損失,損害了區(qū)域內(nèi)各國(guó)的經(jīng)濟(jì)、社會(huì)發(fā)展,使地區(qū)內(nèi)國(guó)際關(guān)系復(fù)雜化,并沖擊了全球能源市場(chǎng)。面對(duì)幾內(nèi)亞灣海盜的威脅,區(qū)內(nèi)國(guó)家與國(guó)際社會(huì)采取了一系列的應(yīng)對(duì)措施,但目前取得的成效有限。與尼日爾河三角洲陸地反政府武裝相比,幾內(nèi)亞灣海盜由于活動(dòng)空間寬泛,防治難度更大;與索馬里海盜相比,幾內(nèi)亞灣海盜問(wèn)題呈現(xiàn)出因周邊國(guó)家與國(guó)際社會(huì)合作失調(diào)而治理成效欠佳的結(jié)果。
[Abstract]:Piracy in the Gulf of Guinea has become a serious non-traditional security threat to the region. Its activity frequency is high, the crime technique is becoming more and more specialized, the target choice is becoming plural, the range of activities is expanding, and the organizational structure is becoming more and more complicated. The reason is that the problem of piracy in the Gulf of Guinea is the result of the difficult situation of social and economic development, improper government policies, ethnic antagonism, deterioration of security situation and insufficient capacity of the government to govern the sea. This particular background gives pirates triple identities as rebels, criminal organizations and local community builders. The rampant piracy in the Gulf of Guinea has caused great losses to the international shipping industry, damaged the economic and social development of the countries in the region, complicated the international relations in the region, and impacted the global energy market. In the face of the threat of piracy in the Gulf of Guinea, countries in the region and the international community have taken a series of measures, but the results so far have been limited. Compared with the Niger Delta land rebels, the Gulf of Guinea pirates because of the wide range of activities, the prevention and control of more difficult; Compared with Somali pirates, the problem of piracy in the Gulf of Guinea shows poor governance due to the imbalance of cooperation between neighboring countries and the international community.
