【摘要】：德國外交部根據(jù)外交部長弗蘭克-瓦爾特·施泰因邁爾的倡議啟動的"回顧2014"項目,旨在2014和2015年間對"德國外交政策的前景進行自我解讀"。該"回顧"不僅涉及德國外交政策的重點和目標,而且還致力于研究如何組織外交政策和實施外交政策行動。對這些問題的思考的結果是制定出一份行動計劃,它包括"成為強有力的外交部所需的7個核心目標",即提高危機預測能力并有針對性地應對危機;確立促成一種和平、公正的國際秩序的推動力;把歐洲映射更加深入地扎根于德國外交政策之中;為外交部成員進行戰(zhàn)略反思提供更多的空間;改善對內、對外溝通;加強總部和駐外代表機構的開放程度及其相互之間的聯(lián)網(wǎng);更加全方位地動員外交部成員。這些目標需要在2016年年中前完成,為此,外交部已建立起了精簡的結構。本文將對計劃開展的各項措施進行介紹和評價,最后對其實施前景予以展望。
[Abstract]:The "Review 2014" project, launched by the German Foreign Ministry at the initiative of Foreign Minister Frank-Walter Steinmeier, aims to "self-interpret the prospects of German foreign policy" between 2014 and 2015. The Review deals not only with the priorities and objectives of German foreign policy, but also with the study of how to organize and implement foreign policy actions. The result of reflection on these issues is the development of an action plan that includes "the seven core objectives needed to be a strong foreign ministry", namely, to improve crisis forecasting capacity and to respond to crises in a targeted manner; and to establish the promotion of a peace, The impetus of a just international order; the deeper roots of the European mapping in German foreign policy; the provision of more space for strategic reflection by members of the Foreign Office; the improvement of internal and external communication; To enhance the openness of headquarters and representative offices abroad and the networking between them; to mobilize the members of the Ministry of Foreign Affairs in a more comprehensive manner. These targets need to be completed by mid-2016, and the Foreign Ministry has put in place a streamlined structure. This paper introduces and evaluates the planned measures, and finally looks forward to the prospect of their implementation.
