【摘要】：中國在全球和次全球(區(qū)域)體系上日益上升的地緣政治和國防態(tài)勢令美國的傳統(tǒng)盟友澳大利亞陷入了難以取舍的政策性困境,引發(fā)澳十年之久的關(guān)于中國崛起對全球體系轉(zhuǎn)換和亞太力量平衡,以及澳與大國結(jié)盟的傳統(tǒng)外交策略存廢與轉(zhuǎn)型的全民性大辯論。這場聲勢浩大的政策辯論對澳對華政策產(chǎn)生了深刻影響,推動澳政府從冷戰(zhàn)后對美"一邊倒"轉(zhuǎn)而在中美間奉行平衡策略。這場大辯論對澳民間對華思維也產(chǎn)生了深刻影響,促使越來越多的普通民眾認(rèn)識到中國對澳,乃至對整個亞太地區(qū)繁榮、穩(wěn)定的重要性,并由此在民間生成巨大的"民意"力量,督促政府強(qiáng)化中澳關(guān)系。這場辯論充分展示出中國崛起的經(jīng)濟(jì)、地緣政治和軍事力量對中國在澳"軟"力量的生成和話語權(quán)的提升發(fā)揮了積極的作用。
[Abstract]:China's growing geopolitical and defence posture in the global and sub-global (regional) system has plunged Australia, the traditional US ally, into a difficult policy dilemma. The debate on the transformation of the global system and the balance of power in the Asia-Pacific region, as well as the traditional diplomatic strategy of Australia's alliance with the major powers, has led to a nationwide debate on whether or not Australia's rise has been changing for a decade. The huge policy debate has had a profound impact on Australia's China policy, pushing the Australian government from a "one-sided" approach to the United States after the Cold War to pursuing a balanced strategy between China and the United States. This great debate has also had a profound impact on the thinking of the Australian folk towards China, which has prompted more and more ordinary people to realize the importance of China's prosperity and stability to Australia and the entire Asia-Pacific region. And this generated a huge private "public opinion" force, urging the government to strengthen the relationship between China and Australia. The debate fully demonstrates that China's rising economy, geopolitics and military power have played a positive role in the formation of China's "soft" power and the promotion of its voice in Australia.
