【摘要】：中國南沙島礁建設(shè)經(jīng)過了三個(gè)歷史階段,而第三個(gè)階段的大規(guī)模陸域吹填工程和軍民設(shè)施建設(shè)基本達(dá)到了預(yù)期的戰(zhàn)略戰(zhàn)術(shù)效果。在戰(zhàn)略上,此種戰(zhàn)略主動行為宣示了中國在南海的領(lǐng)土主權(quán)和海洋權(quán)益以及維護(hù)這些權(quán)利的堅(jiān)定決心,實(shí)現(xiàn)了中國海洋戰(zhàn)略在南海方向的前沿推進(jìn),并促使其他南海沿岸爭端方重返外交軌道。在戰(zhàn)術(shù)上,中國開始在南沙地區(qū)構(gòu)建一個(gè)全面的軍事防御體系,形成了在南海地區(qū)提供海上民事服務(wù)和國際公共產(chǎn)品的基地。今后一個(gè)時(shí)期,中國在南海問題上的外交與戰(zhàn)略目標(biāo),可能會重點(diǎn)轉(zhuǎn)向各個(gè)領(lǐng)域和各個(gè)層次的南海地區(qū)制度建設(shè),大力推進(jìn)中國-東盟"命運(yùn)共同體"的建設(shè)。
[Abstract]:The construction of Nansha Islands and reefs in China has gone through three historical stages, while the third stage of large-scale land reclamation and military and civilian facilities construction has basically achieved the expected strategic and tactical effects. Strategically, this strategic initiative has demonstrated China's territorial sovereignty and maritime rights and interests in the South China Sea and its firm determination to safeguard these rights, thus realizing China's maritime strategy in the forefront of the South China Sea direction. And to urge other coastal disputes in the South China Sea to return to the diplomatic track. Tactically, China began to build a comprehensive military defense system in Nansha, forming a base for providing maritime civilian services and international public goods in the South China Sea. In the coming period, China's diplomatic and strategic objectives on the South China Sea issue may focus on the construction of the South China Sea system in various fields and at all levels, and vigorously promote the construction of the China-ASEAN "Community of Destiny".
