【摘要】：冷戰(zhàn)后，全球?qū)ν庠M(jìn)入低迷期時(shí)，日本擴(kuò)大了對外援助規(guī)模，在20世紀(jì)90年代它成為第一大對外援助國。進(jìn)入21世紀(jì)后，日本的對外援助規(guī)模有所收縮，但仍是對外援助大國。政府開發(fā)援助是日本進(jìn)行雙邊對外援助的重要方式。日本進(jìn)行對外援助的重點(diǎn)區(qū)域一直是東南亞地區(qū)，，日本自1992后一直是柬埔寨最大的援助國，其援助的方式也區(qū)別于日本對越南、菲律賓等國的政府開發(fā)援助，是以無償援助為主，日元貸款為輔。為了更好的分析日本對柬埔寨政府開發(fā)援助的動(dòng)因和成效，選取了日本對柬埔寨的掃雷項(xiàng)目的無償援助為案例進(jìn)行分析。通過冷戰(zhàn)后日本對柬埔寨政府開發(fā)援助的階段性分析，得出日本的國家利益是日本對柬埔寨政府開發(fā)援助的重要因素。日本將政府開發(fā)援助作為實(shí)現(xiàn)本國利益的重要手段，但在實(shí)施過程中因會(huì)對受援國進(jìn)行前期考察，中期監(jiān)督以及后期評(píng)價(jià)，使得援助項(xiàng)目取得較好的效果。這些援助項(xiàng)目既實(shí)現(xiàn)了日本的國家利益，又滿足了柬埔寨受援國的需求。這正是我國在政府開發(fā)援助所需要借鑒的寶貴經(jīng)驗(yàn)。
[Abstract]:After the Cold War, when global foreign aid entered a downturn, Japan expanded its foreign aid scale and became the largest foreign aid donor in the 1990s. After entering the 21 st century, Japan's foreign aid scale has contracted, but it is still a big foreign aid country. Government development aid is an important way for Japan to carry out bilateral foreign aid. Japan's foreign aid has been focused on Southeast Asia. Japan has been Cambodia's largest donor since 1992, and its aid is different from that of Japan's government development aid to Vietnam, the Philippines, and other countries. Is based on free aid, yen loans as a supplement. In order to better analyze the motivation and effectiveness of Japan's development assistance to the Cambodian government, this paper selects Japan's non-reimbursable assistance to Cambodia's mine clearance project as a case study. Based on the stage analysis of Japan's development assistance to the Cambodian government after the cold war, it is concluded that Japan's national interest is an important factor in its development assistance to the Cambodian government. Japan regards government development assistance as an important means to realize its own interests. However, in the process of implementation, it will make the aid projects achieve better results because of the early inspection, the mid-term supervision and the later evaluation of the recipient countries. These aid programs serve both Japan's national interests and the needs of Cambodia's recipient countries. This is the valuable experience that our country needs to draw lessons from in the government development assistance.
