【摘要】： 多邊主義是二戰(zhàn)結(jié)束以來(lái)國(guó)際關(guān)系發(fā)展最重要時(shí)代性特征之一,而科技革命所引發(fā)的全球生產(chǎn)力變革從源頭上來(lái)說(shuō)構(gòu)成國(guó)際體系演進(jìn)的根本動(dòng)力,本文的寫作初衷就是試圖闡明國(guó)際關(guān)系發(fā)展動(dòng)力的源泉與其時(shí)代特征之間的多維邏輯關(guān)聯(lián)。為此,論文在對(duì)科技革命的國(guó)際政治效能,以及多邊主義的內(nèi)在邏輯機(jī)理與方法論路徑進(jìn)行細(xì)密解析與對(duì)接的基礎(chǔ)上,在體系格局下的單元行為偏好、同特定社會(huì)經(jīng)濟(jì)運(yùn)行模式相對(duì)應(yīng)的政府角色職能,以及“財(cái)富——權(quán)力”關(guān)系位移所引發(fā)的,以全球市場(chǎng)為依托的資本結(jié)構(gòu)性權(quán)力興起等三重邏輯橋梁所搭建起的理論空間中,運(yùn)用理性選擇、社會(huì)合法性建構(gòu)、歷史路徑依賴與節(jié)點(diǎn)變異等分析工具,從不同的角度與層面對(duì)科技革命同多邊主義間的多維關(guān)聯(lián)展開(kāi)探討。文章論證了科技革命在重構(gòu)國(guó)家間博弈形態(tài)、塑造政府觀念認(rèn)知及行為取向、轉(zhuǎn)換國(guó)際政治權(quán)力內(nèi)涵與運(yùn)行方式的過(guò)程中,對(duì)于當(dāng)代多邊機(jī)制的影響機(jī)理與作用力度;闡明了多邊機(jī)制在科技革命所引發(fā)的多重社會(huì)政治效應(yīng)推動(dòng)下于短期內(nèi)的變化特征及長(zhǎng)遠(yuǎn)發(fā)展趨勢(shì)。論文在結(jié)尾指出,雖然從為科技革命的深化發(fā)展所帶動(dòng)的全球社會(huì)力量崛起這一現(xiàn)實(shí)判斷,“新多邊主義”概念的提出具備一定的現(xiàn)實(shí)合理性,并預(yù)示著未來(lái)發(fā)展的某種趨勢(shì),但當(dāng)前“數(shù)字鴻溝”所造成的全球社會(huì)力量的失衡、分裂、變異決定了“新多邊主義”由學(xué)理向現(xiàn)實(shí)演進(jìn)過(guò)程上的艱辛與曲折。
[Abstract]:Multilateralism is one of the most important characteristics of the development of international relations since the end of World War II, and the revolution of global productivity caused by the revolution of science and technology constitutes the fundamental motive force for the evolution of the international system. The original intention of this paper is to clarify the multidimensional logical relationship between the source of the power of the development of international relations and its characteristics of the times. Therefore, on the basis of the detailed analysis and docking of the international political effectiveness of the scientific and technological revolution, as well as the internal logical mechanism and methodology of multilateralism, the paper has a preference for unit behavior under the system structure. In the theoretical space constructed by the triple logical bridge of the corresponding government role and function corresponding to the specific social and economic operation mode, and the displacement of the "wealth-power" relationship, the rise of capital structural power based on the global market, etc. By using the tools of rational choice, social legitimacy construction, historical path dependence and node variation, this paper discusses the multidimensional relationship between scientific and technological revolution and multilateralism from different angles and levels. The paper demonstrates the influence mechanism and function of the science and technology revolution on the contemporary multilateral mechanism in the process of reconstructing the game form between countries, shaping the cognition and behavior orientation of government concept, and changing the connotation and operation mode of international political power. This paper expounds the change characteristics and long-term development trend of multilateral mechanism in the short term driven by the multiple social and political effects caused by the revolution of science and technology. At the end of the paper, it is pointed out that although the rise of global social forces driven by the deepening of the scientific and technological revolution is a realistic judgment, the concept of "new multilateralism" has some realistic rationality and indicates a certain trend of future development. However, the imbalance and division of global social forces caused by the current "digital divide" determines the hardships and twists in the evolution of "new multilateralism" from theory to reality.
