【摘要】：國際體系正經(jīng)歷深刻變遷,國際局勢發(fā)展呈現(xiàn)出許多新的特點和趨勢。在國際變局中,全球政治中如資本擴(kuò)張、霸權(quán)主導(dǎo)、地緣競爭等舊有邏輯仍然在發(fā)揮作用,但一些新的要素也不斷充實進(jìn)來,如科技的突破性進(jìn)展、全球性問題的增多、非國家角色的增多、信息擴(kuò)散帶來的權(quán)利轉(zhuǎn)移等,諸多要素和邏輯綜合作用,國際關(guān)系趨向錯綜復(fù)雜,系統(tǒng)效應(yīng)日益突出。這些變化既為中國提供了更廣闊的戰(zhàn)略空間和回旋余地,也對國家戰(zhàn)略籌劃提出了更高要求,尤其需要創(chuàng)新國家發(fā)展和安全理念,創(chuàng)新國家發(fā)展模式,探索適合時代要求的國家安全道路,并不斷提升結(jié)構(gòu)性權(quán)力,為全球戰(zhàn)略穩(wěn)定和可持續(xù)發(fā)展與安全提供動力。
[Abstract]:The international system is undergoing profound changes, and the international situation shows many new characteristics and trends. In international changes, the old logic of global politics, such as capital expansion, hegemonic dominance, and geographical competition, is still playing a role, but some new elements are constantly enriched, such as the breakthrough in science and technology and the increase in global problems. With the increase of non-state role, the transfer of rights brought by information diffusion, many factors and logic, the international relations tend to be complicated, and the system effect becomes more and more prominent. These changes have not only provided China with a broader strategic space and room for manoeuvre, but also put forward higher requirements for national strategic planning. In particular, it is necessary to innovate the concept of national development and security, and to innovate the national development model. To explore the path of national security suited to the needs of the times and to continuously upgrade structural power to provide impetus for global strategic stability and sustainable development and security.
