阿富汗毒品問題的歷史考察

【摘要】： 罌粟種植與人類文明相伴而生。隨著世界地區(qū)交往的不斷擴(kuò)大以及地區(qū)性交往向全球性交往的轉(zhuǎn)變,罌粟種植與鴉片的使用開始在全球范圍內(nèi)傳播,并且形成了三次大的浪潮。阿富汗出現(xiàn)鴉片最早可以追溯到公元前1世紀(jì),20世紀(jì)70年代末至90年代初,阿富汗毒品問題產(chǎn)生并形成,在此后20余年的內(nèi)戰(zhàn)中毒品問題進(jìn)一步發(fā)展。毒品問題對(duì)阿富汗的政治、經(jīng)濟(jì)和社會(huì)諸層面產(chǎn)生了深刻的影響,以至于社會(huì)生活的各個(gè)方面已經(jīng)逐漸地“毒品化”,并且對(duì)國際社會(huì)形成了巨大的壓力和挑戰(zhàn)。阿富汗毒品問題的形成有著深刻復(fù)雜的歷史原因,阿富汗現(xiàn)代化改革的失誤是毒品問題形成的根本原因,阿富汗獨(dú)立不結(jié)盟地位的喪失以及蘇聯(lián)的入侵是毒品問題形成的直接原因,阿富汗特殊的自然環(huán)境和氣候條件則是毒品問題形成的重要條件。毒品問題對(duì)阿富汗的重建產(chǎn)生了重要影響,它限制了阿富汗政府對(duì)地方控制力的發(fā)揮以及民族關(guān)系的和解,阻礙了阿富汗經(jīng)濟(jì)的健康發(fā)展,制約了民族精神的整合與提升,“丑化”了阿富汗的國際形象。從歷史發(fā)展的視角來考察,阿富汗毒品問題有其緣起和繁盛期,當(dāng)然也會(huì)有其衰落和消亡期,它的解決將是一個(gè)長(zhǎng)期的過程,并且只有在國際社會(huì)通力合作的情況下才有可能實(shí)現(xiàn)。
[Abstract]:Poppy cultivation goes hand in hand with human civilization. With the continuous expansion of regional and regional exchanges to global exchanges, opium poppy cultivation and opium use began to spread around the world, and formed three waves. The emergence of opium in Afghanistan can be traced back to the end of 1970s to the early 1990s in the first century B.C., the emergence and formation of the drug problem in Afghanistan, and the further development of the drug problem in the civil war of more than 20 years thereafter. The drug problem has had a profound impact on the political, economic and social dimensions of Afghanistan, so that all aspects of social life have been gradually "narcotized" and have created enormous pressures and challenges for the international community. The formation of the drug problem in Afghanistan has profound and complex historical reasons, and the failure of Afghanistan's modernization reform is the fundamental reason for the formation of the drug problem. The loss of independent non-aligned status of Afghanistan and the invasion of the Soviet Union are the direct causes of the formation of the drug problem, and the special natural and climatic conditions of Afghanistan are the important conditions for the formation of the drug problem. The drug problem has had an important impact on the reconstruction of Afghanistan. It has restricted the Afghan government's exertion of local control and reconciliation of national relations, hindered the healthy development of the Afghan economy, and restricted the integration and promotion of the national spirit. The international image of Afghanistan has been tarnished. From the perspective of historical development, the drug problem in Afghanistan has its origin and prosperity, as well as its decline and extinction. Its solution will be a long-term process. And it is only possible if the international community works together.
