【摘要】：隨著全球化的不斷發(fā)展，跨國公司這樣的非主權(quán)國家行為體在國際政治中的作用逐漸加大，地位變得日益重要。近些年來，不僅發(fā)達(dá)國家，包括發(fā)展中國家都在不斷地關(guān)注、利用跨國公司這一重要平臺來尋求最高的國家利益與國際地位，因?yàn)榭鐕静粌H是各國在世界市場競爭中的主力軍，，同時(shí)還是國際政治的主要行為體。在跨國公司的相關(guān)研究中，關(guān)于跨國公司在國際政治中的重要地位與作用各派普遍認(rèn)可，但是起何種作用、起作用的方式、兩者如何做到互動，各家觀點(diǎn)卻有所不同。本文從跨國公司的歷史發(fā)展進(jìn)程入手，首先簡要地回顧其發(fā)展歷程，總結(jié)了不同時(shí)期跨國公司在發(fā)達(dá)國家以及發(fā)展中國家的發(fā)展情況及其特點(diǎn)。通過以上分析，對跨國公司發(fā)展歷程可以總結(jié)為冷戰(zhàn)前的初步發(fā)展、冷戰(zhàn)期間的飛速發(fā)展和冷戰(zhàn)結(jié)束至今的新發(fā)展。 實(shí)際上，許多國家已經(jīng)充分認(rèn)識到并早已利用跨國公司這把利器來擴(kuò)展國家經(jīng)濟(jì)影響力，但無論是官方還是學(xué)界，鮮有針對國際政治中跨國公司所起利弊兩方面作用的系統(tǒng)論述。因此，論文試圖通過總結(jié)歸納國內(nèi)外以往的經(jīng)驗(yàn)，分別從侵蝕國家主權(quán)、促進(jìn)國際合作、影響當(dāng)代國際政治三方面解析跨國公司的影響方式、地位及效用。例如，分析跨國公司如何應(yīng)對東道國政府規(guī)制；如何通過自身的跨國性與靈活性在公共外交中發(fā)揮作用；如何成為跨國文化傳播甚至侵蝕的載體。本文通過對中美谷歌事件的紛爭、2011年北非中東局勢突變這些國際政治事件中涉及的跨國公司行為進(jìn)行分析與研究，通過案例分析，總結(jié)了涉及跨國公司領(lǐng)域的經(jīng)驗(yàn)與教訓(xùn)。并希望可以通過論文細(xì)致分析、詳細(xì)論述，為政府及相關(guān)機(jī)構(gòu)能夠更好、更有效、低風(fēng)險(xiǎn)地利用跨國公司尋求國家利益提出一些有價(jià)值的參考建議。
[Abstract]:With the continuous development of globalization, the role of non-sovereign state actors such as transnational corporations in international politics has gradually increased, and the status has become increasingly important. In recent years, not only developed countries, including developing countries, have been paying constant attention to the use of transnational corporations as an important platform for the pursuit of the highest national interests and international status, Multinational corporations are not only the main force in the world market competition, but also the main actors in international politics. In the relevant research of transnational corporations, the important position and role of transnational corporations in international politics are generally accepted by all parties, but the roles and the ways of their actions, and how to achieve interaction between them, are different from each other. Starting with the historical development process of transnational corporations, this paper briefly reviews the development process of transnational corporations, and summarizes the development and characteristics of transnational corporations in developed and developing countries in different periods. Through the above analysis, the development of transnational corporations can be summarized as the preliminary development before the cold war, the rapid development during the cold war and the new development of the end of the cold war. In fact, many countries have fully recognized and used transnational corporations as a weapon to expand national economic influence, but both officially and academically, There is little systematic discussion on the advantages and disadvantages of transnational corporations in international politics. Therefore, this paper attempts to analyze the influence mode, status and utility of multinational corporations from three aspects of erosion of national sovereignty, promotion of international cooperation and influence of contemporary international politics through summing up and summing up the past experience at home and abroad. For example, it analyzes how transnational corporations deal with host government regulations, how to play a role in public diplomacy through their own transnational nature and flexibility, and how to become carriers of transnational cultural transmission and even erosion. This paper analyzes and studies the behavior of multinational corporations involved in the disputes over the Google incident between China and the United States, the situation in North Africa and the Middle East in 2011, and summarizes the experiences and lessons in the field of transnational corporations through the case study. It is hoped that through the detailed analysis and detailed discussion of the paper, some valuable suggestions can be put forward for the government and related institutions to better, more effectively, and low-risk to use multinational corporations to seek national interests.
