“疆獨”集團發(fā)展中的美國因素分析

【摘要】：新疆自西漢以來就是中國領(lǐng)土不可分割的一部分,而近代新疆之所以會出現(xiàn)分裂,主要是是由于西方帝國主義侵略中國,中國政府無力應(yīng)對邊疆危機,但是歷屆中國政府都沒有承認過新疆的獨立,也一直延續(xù)著對其的控制,然而,在當(dāng)代經(jīng)濟和政治全球化的背景下,“泛突厥主義”、“泛伊斯蘭主義”、“恐怖主義”思潮不斷傳入新疆,新疆的民族分裂意識也在不斷增強。同時,一些國家和集團也開始利用新疆的分裂勢力,遏制、分化中國,阻礙中國和平發(fā)展的進程。 進入21世紀,中國的經(jīng)濟和政治影響力不斷增強,以及中國與世界各國友好關(guān)系的發(fā)展、國際形勢的新變化以及“疆獨”的內(nèi)外矛盾等因素,美國、歐洲等一些國家或國際力量對“疆獨”的態(tài)度也有所變化,而且各個國家所采取的策略有所不同,“疆獨”集團本身也處在不斷的發(fā)展變化之中,組織活動及手段變得更加隱蔽和狡猾,面對這些新情況,中國可采取的措施和戰(zhàn)略也要調(diào)整。本文在運用傳統(tǒng)的研究方法外,主要采用了國際關(guān)系研究常用的層次分析法,從中美發(fā)展的大格局、美國國家政府和美國民眾及媒體三個主要層次分析其對“疆獨”集團發(fā)展所起的作用及原因,把理論分析和經(jīng)驗歸納、定性分析和定量分析相結(jié)合,主要突出從美國因素及其發(fā)展變化來考察其對“疆獨”集團國際活動的影響,文章首先厘清“疆獨”集團這個概念并進而梳理“疆獨”集團的來源及發(fā)展過程,然后分析“疆獨”集團發(fā)展的美國因素,接著探討影響“疆獨”集團美國因素的發(fā)展及變化,最后對“疆獨”集團的前景作了展望。同時,結(jié)合中美關(guān)系的發(fā)展和21世紀中國的具體國家戰(zhàn)略,對中國可采取的具體對策和措施提出了相關(guān)建議。
[Abstract]:Xinjiang has been an inalienable part of Chinese territory since the Western Han Dynasty, and the main reason for the division in Xinjiang in modern times is the invasion of China by Western imperialism and the inability of the Chinese government to cope with the border crisis. However, successive Chinese governments have not recognized Xinjiang's independence and have continued to control it. However, in the context of contemporary economic and political globalization, "pan-Turkism" and "pan-Islamism", The trend of thought of "terrorism" has been introduced into Xinjiang, and Xinjiang's consciousness of national division has also been strengthened. At the same time, some countries and groups have begun to use the separatist forces in Xinjiang to contain and divide China and hinder the progress of China's peaceful development. In the 21st century, China's economic and political influence is constantly increasing, as well as the development of friendly relations between China and other countries in the world, the new changes in the international situation, and the internal and external contradictions of "Xinjiang independence". The attitudes of some countries or international forces such as Europe towards "Xinjiang independence" have also changed, and the strategies adopted by each country are different, and the "Xinjiang independence" group itself is also in the process of continuous development and change. Organizational activities and methods have become more subtle and cunning, and in the face of these new circumstances, China's measures and strategies should be adjusted. In addition to the traditional research methods, this paper mainly adopts the Analytic hierarchy process (AHP), which is commonly used in the study of international relations, from the perspective of the development of China and the United States. The national government, the American people and the media analyze the function and reason of the development of "Xinjiang independence" group, and combine theoretical analysis with experience, qualitative analysis and quantitative analysis. The influence of American factors and their development on the international activities of Xinjiang independence group is studied. Firstly, the concept of "Xinjiang independence" group is clarified and the origin and development process of "Xinjiang independence" group is sorted out. Then it analyzes the American factors of the development of "Xinjiang independence" group, then probes into the development and changes of American factors affecting "Xinjiang independence" group, and finally makes a prospect of "Xinjiang independence" group. At the same time, combined with the development of Sino-US relations and the specific national strategy of China in the 21st century, some suggestions are put forward for the concrete countermeasures and measures that can be taken by China.
