俄羅斯與西方——三十年來俄羅斯外交的路徑選擇

【摘要】：20世紀(jì)80年代中期以來,俄羅斯走向西方的道路屢遭挫折。戈?duì)柊蛦谭?新思維"的結(jié)果是蘇聯(lián)解體、蘇共敗亡。葉利欽時(shí)期對外戰(zhàn)略上向美國一邊倒,也不能換來美國的信任,北約的擴(kuò)大以及科索沃戰(zhàn)爭的爆發(fā)使得俄美關(guān)系陷入低谷。普京借"9·11"向西方的靠攏及短暫的重啟之路換來的是俄格戰(zhàn)爭之后的俄美對抗。2014年烏克蘭危機(jī)爆發(fā)導(dǎo)致克里米亞并入俄羅斯,美歐聯(lián)手制裁俄羅斯,俄羅斯內(nèi)外交困。三十年來俄羅斯與西方關(guān)系的發(fā)展至此發(fā)生根本性的變化,標(biāo)志著俄羅斯走向西方外交政策的終結(jié)。2017年美國新任總統(tǒng)特朗普上臺后,俄美關(guān)系改善再次出現(xiàn)轉(zhuǎn)機(jī),但是新一輪俄美關(guān)系的重啟將是有限度的,面臨著兩國國內(nèi)政治及一系列復(fù)雜問題的牽制。俄羅斯的西方政策將實(shí)現(xiàn)從走向西方到與西方關(guān)系正�；母拘赞D(zhuǎn)變。
[Abstract]:Since the mid-1980 s, Russia's path to the West has suffered setbacks. The result of Gorbachev's New thought was the disintegration of the Soviet Union and the defeat of the Soviet Communist Party. The expansion of NATO and the outbreak of the war in Kosovo made Russian-American relations fall into a low ebb when Yeltsin's foreign strategy was one-sided and could not win the trust of the United States. Putin's approach to the West on 11 September in return for the Russian-U.S. confrontation after the Russian-Georgian war. The Ukraine crisis in 2014 led to the annexation of Crimea into Russia, US-European sanctions against Russia and Russia's internal and diplomatic difficulties. The development of relations between Russia and the West has undergone fundamental changes over the past three decades, marking the end of Russia's move towards western foreign policy. After the new US President Trump came to power in 2017, the improvement in Russian-US relations again turned for the better. But the resumption of a new round of Russian-American relations will be limited, facing domestic politics and a series of complex issues. Russia's western policy will achieve a fundamental shift from moving to the West to normalizing relations with the West.
