【摘要】：制度和機(jī)制體現(xiàn)了政治組織設(shè)立的原則和指導(dǎo)思想，也在一定程度上反映著政治組織中各成員的行為方式。因此，對(duì)國(guó)際組織機(jī)構(gòu)的研究可以加深對(duì)其運(yùn)作模式的把握，還可以加強(qiáng)對(duì)該國(guó)際組織的成立背景、功能和發(fā)展趨向的理解。 亞太經(jīng)合組織有著二十多年的發(fā)展史，隨著其機(jī)構(gòu)建設(shè)的加強(qiáng)，它對(duì)區(qū)域經(jīng)濟(jì)一體化和各成員的經(jīng)濟(jì)發(fā)展等產(chǎn)生了不可磨滅的作用。本文以亞太經(jīng)合組織的機(jī)構(gòu)為研究中心，在對(duì)“區(qū)域經(jīng)濟(jì)合作”和“亞太”兩個(gè)基本概念作出界定的基礎(chǔ)上考察了亞太經(jīng)合組織的成立背景和動(dòng)因，它們涉及：生產(chǎn)力的高速發(fā)展對(duì)它產(chǎn)生的根本性作用；世界經(jīng)濟(jì)發(fā)展不平衡對(duì)它產(chǎn)生的推動(dòng)作用；有利的國(guó)際政治環(huán)境對(duì)亞太經(jīng)合組織產(chǎn)生的促進(jìn)作用；區(qū)域經(jīng)濟(jì)一體化對(duì)它成立的影響。文章將亞太經(jīng)合組織的發(fā)展歷程劃分為1989年—1991年的初步發(fā)展階段、1992年—1994年的機(jī)制化發(fā)展階段、1995年—1996年的實(shí)質(zhì)性區(qū)域經(jīng)濟(jì)合作推進(jìn)階段和1997年至今的調(diào)整發(fā)展階段，并對(duì)每一階段的主要發(fā)展成果進(jìn)行了梳理。其后，敘述了亞太經(jīng)合組織的機(jī)構(gòu)發(fā)展情況，對(duì)亞太經(jīng)合組織的決策機(jī)構(gòu)、初步磋商和執(zhí)行機(jī)構(gòu)以及輔助機(jī)構(gòu)的成長(zhǎng)歷史、主要組成部分和職能作了較詳實(shí)的介紹。通過對(duì)亞太經(jīng)合組織機(jī)構(gòu)的分析得出了機(jī)構(gòu)發(fā)展所面臨的幾大挑戰(zhàn)，包括：次區(qū)域經(jīng)濟(jì)一體化影響亞太經(jīng)合組織機(jī)構(gòu)的發(fā)展、各成員實(shí)力不對(duì)稱影響亞太經(jīng)合組織機(jī)構(gòu)的發(fā)展、組織定位不明確影響機(jī)構(gòu)的發(fā)展、機(jī)構(gòu)運(yùn)行成效不理想影響機(jī)構(gòu)的發(fā)展等挑戰(zhàn)。并最終針對(duì)各挑戰(zhàn)給出了相應(yīng)的思考。這些思考有：加強(qiáng)與區(qū)域內(nèi)國(guó)際組織和區(qū)域外國(guó)際組織的合作與互動(dòng)；推動(dòng)亞太經(jīng)合組織投資貿(mào)易自由化的相關(guān)改革，推進(jìn)亞太經(jīng)合組織經(jīng)濟(jì)技術(shù)合作的發(fā)展；向歐盟學(xué)習(xí)加強(qiáng)立法建設(shè)，借鑒獨(dú)聯(lián)體條約安全組織的決策機(jī)制；明確亞太經(jīng)合組織優(yōu)惠貿(mào)易安排的組織定位，維持亞太經(jīng)合組織基本制度框架；進(jìn)行議題整合、機(jī)構(gòu)精簡(jiǎn)和強(qiáng)化秘書處的行政管理職能。同時(shí)，還提出了關(guān)于中國(guó)參與亞太經(jīng)合組織的思考，闡述了中國(guó)參與亞太經(jīng)合組織的意義及中國(guó)在亞太經(jīng)合組織機(jī)構(gòu)發(fā)展進(jìn)程中應(yīng)采取的對(duì)策。
[Abstract]:The system and mechanism reflect the principles and guiding ideology of the establishment of political organizations, and to some extent reflect the behavior of members in political organizations. Therefore, the research on the international organization can deepen the understanding of its operation mode, and also strengthen the understanding of the background, function and development trend of the international organization. APEC has a history of more than 20 years. With the strengthening of its institutional construction, APEC has played an indelible role in regional economic integration and the economic development of all its members. Based on the definition of the two basic concepts of "regional economic cooperation" and "Asia-Pacific", this paper examines the background and motivation of the establishment of APEC, taking the APEC institutions as the research center. They relate to: the fundamental effect of the rapid development of productive forces on it; the impetus to it by the unbalanced development of the world economy; the facilitating role of the favourable international political environment to APEC; The influence of regional economic integration on its establishment. The paper divides the development process of APEC into the initial development stage from 1989 to 1991, the institutional development stage from 1992 to 1994, the substantive regional economic cooperation promotion stage from 1995 to 1996, and the adjustment and development stage from 1997 to present. And the main development results of each stage were combed. Then, the development of APEC organization is described, and the history, main components and functions of APEC decision-making organization, preliminary consultation and executive organization and subsidiary organization are introduced in detail. Through an analysis of APEC institutions, several major challenges to institutional development have been identified, including: subregional economic integration affects the development of APEC institutions, and asymmetrical strength among member countries affects the development of APEC institutions. The lack of organization orientation affects the development of the organization, and the poor performance of the organization affects the development of the organization. Finally, the corresponding thinking is given in view of each challenge. These considerations include: strengthening cooperation and interaction with international organizations within and outside the region; promoting the reform of APEC investment and trade liberalization; and promoting the development of APEC economic and technological cooperation; To learn from the EU to strengthen legislative construction, to draw lessons from the decision-making mechanism of the CIS Treaty Security Organization; to clarify the organizational positioning of APEC preferential trade arrangements; to maintain the basic institutional framework of APEC; and to integrate issues, Streamlining and strengthening the administrative functions of the Secretariat. At the same time, it also puts forward some thoughts on China's participation in APEC, and expounds the significance of China's participation in APEC and the countermeasures that China should take in the process of APEC institutional development.
