國際氣候政治格局中的中美歐博弈

【摘要】:隨著全球氣候變暖的趨勢加劇,氣候變化成為影響未來國際體系、重塑全球政治和經(jīng)濟(jì)格局的因素之一,也是當(dāng)今國際社會最關(guān)注的問題之一。在《聯(lián)合國氣候變化框架公約》生效后,聯(lián)合國共舉行了14次締約方會議,國際社會在應(yīng)對氣候變化問題上達(dá)成一些共識,但由于利益紛爭,在國際氣候合作方面各國還有很多具體問題沒有得到解決。因此,各大國在應(yīng)對氣候變化和綠色能源發(fā)展方面的博弈已悄然展開,如同其他的政治博弈一般,在氣候領(lǐng)域的政治博弈中各國各施其術(shù),誰能引領(lǐng)氣候問題的解決,誰就能在這場博弈中占領(lǐng)制高點。換而言之,各國國際座次的排位將一定程度上取決于其應(yīng)對氣候變化問題的快慢。 氣候變化的地緣政治格局經(jīng)過多年的演化,呈現(xiàn)出群雄紛爭、三足鼎立的狀態(tài)。不論是發(fā)達(dá)國家、發(fā)展中大國、經(jīng)濟(jì)轉(zhuǎn)軌國家、還是中小發(fā)展中國家,在氣候變化這場戰(zhàn)役的角逐中,均有著自己的利益訴求。在群雄角逐的陣營中,中美歐作為國際社會重要利益攸關(guān)方,其應(yīng)對全球氣候變化的態(tài)度和行動都受到國際社會的關(guān)注,但由于在社會制度、意識形態(tài)和國家利益上不同,在國際氣候談判上,美歐在氣候問題上對中國采取多種措施,包括拉攏、孤立、排擠等。因此,在未來的氣候談判過程中,中美歐將繼續(xù)面臨著一系列的利益博弈。 隨著中國經(jīng)濟(jì)的快速發(fā)展以及國際社會對氣候問題認(rèn)知的加深,國際社會在應(yīng)對氣候變化問題上越來越多的給中國施加壓力,在塑造一個負(fù)責(zé)任的大國形象的同時,如何協(xié)調(diào)本國與國際社會之間的利益,是當(dāng)前中國在應(yīng)對氣候危機時需首要考慮的問題。
[Abstract]:With the increasing trend of global warming, climate change has become one of the factors influencing the future international system and reshaping the global political and economic pattern, and it is also one of the most concerned issues in the international community today. Since the entry into force of the United Nations Framework Convention on Climate change, the United Nations has held 14 conferences of parties. The international community has reached some consensus on the issue of climate change, but because of conflicts of interest, In international climate cooperation, countries still have many specific problems to be solved. Therefore, the game between the big countries in dealing with climate change and the development of green energy has been launched quietly. Just like other political games, in the political game of climate, who can lead the solution to the problem of climate? Whoever can occupy the high ground in this game. In other words, international seating will depend in part on how quickly countries deal with climate change. The geopolitical pattern of climate change has evolved over the years, showing a state of controversy. No matter developed countries, developing countries, economic transition countries, or small and medium-sized developing countries, they all have their own interests in the battle of climate change. Among the competing camps, China, the United States and Europe, as important stakeholders of the international community, have paid attention to their attitudes and actions to deal with global climate change, but because of their differences in social systems, ideologies and national interests, In international climate negotiations, the United States and Europe have taken a variety of measures against China on climate issues, including courtship, isolation, exclusion and so on. Therefore, in the future climate negotiations, China, the United States and Europe will continue to face a series of interest games. With the rapid development of China's economy and the deepening of the international community's understanding of the climate issue, the international community is exerting more and more pressure on China to deal with the issue of climate change, while shaping the image of a responsible big country. How to coordinate the interests between China and the international community is the most important issue for China to consider in dealing with the climate crisis.
