2009年至今的日美關系分析

【摘要】:2009年至今的日美關系是日本制造裂痕并修復裂痕的時間段,是日美關系變化的重要階段。2009年至2013年日本相繼更換四個首相,日美關系因為各個首相不同的執(zhí)政理念而出現(xiàn)前所未有的波動。在自民黨小泉執(zhí)政之前,日本外交政策的特點是把日美同盟作為外交政策的基軸,并且追隨美國的政策。2009年民主鳩山由紀夫上臺之后,出臺了“脫美入亞”、“友好外交”等等外交政策,特別是在普天間基地搬遷問題上,鳩山由紀夫試圖放棄日美兩國已經(jīng)達成的協(xié)議,商討基地搬遷新方案,使美國大為惱火。以此為導火索,導致日美關系出現(xiàn)裂痕。繼鳩山上任的菅直人內(nèi)閣,為了緩和日美關系,放棄了鳩山由紀夫時期的對美外交政策。分別從安全、經(jīng)濟等方面調(diào)整對美政策,雖然較之鳩山內(nèi)閣時期日美關系有所改善,但并沒有取得很大成效。野田佳彥上臺后,野田內(nèi)閣將日美關系的調(diào)整作為重中之重,通過多渠道多方面實行新舉措來加強日美關系,野田內(nèi)閣的努力得到奧巴馬的認可,兩國關系大為改善。安倍晉三執(zhí)政后,由于其戰(zhàn)略傾向使日美關系微妙但兩國因共同的課題將繼續(xù)維持著對彼此有利的同盟關系。 本文以地緣政治學為理論基礎,通過論述日本四個政權(quán)對美政策,,著重闡述由此產(chǎn)生的對日美關系的影響,總結(jié)不同內(nèi)閣時期日美關系變化的新特點,對不同首相執(zhí)政時期的日美關系進行了分析。
[Abstract]:The Japanese-US relationship since 2009 is a time period for Japan to create and repair the rift, an important stage in the evolution of Japanese-US relations. From 2009 to 2013, Japan successively replaced four prime ministers. Relations between Japan and the United States have fluctuated as never before because of the different governing ideas of the prime ministers. Before the Liberal Democratic Party Koizumi came to power, Japan's foreign policy was characterized by taking the Japan-US alliance as the fundamental axis of its foreign policy and following US policy. After the democratic Hatoyama came to power in 2009, he introduced "delisting from the United States to Asia." Foreign policies such as "friendly diplomacy", particularly on the Futenma relocation, have angered the United States by trying to abandon the agreement already reached between Japan and the United States to discuss a new plan for the relocation. This as a fuse, resulting in a rift between Japan and the United States. Following Mr Hatoyama's administration, Mr Kan's foreign policy toward the United States was abandoned in an effort to ease relations between Japan and the United States. Adjustments to the U.S. policy in terms of security and economy have not achieved much success, although there has been some improvement in relations between Japan and the United States over the period of Hatoyama's cabinet. After Yoshihiko Noda came to power, Noda's cabinet made the adjustment of Japanese-U.S. relations a top priority, and strengthened Japanese-US relations through various channels and new measures. The efforts of Noda's cabinet were recognized by Obama, and relations between the two countries improved greatly. After Shinzo Abe took office, Japan and the United States will continue to maintain mutually beneficial alliances over common issues because of their strategic tendencies to make Japan-U.S. relations delicate. Based on the theory of geopolitics, this paper discusses the policy of the four Japanese regimes toward the United States, emphasizes on the influence on Japanese-US relations, and summarizes the new characteristics of the changes in Japanese-US relations during different cabinet periods. This paper analyzes the relationship between Japan and the United States during the different prime ministers.
