【摘要】：進(jìn)入21世紀(jì),世界格局的多極化和經(jīng)濟(jì)全球化的進(jìn)程明顯加快,國際社會(huì)發(fā)生了深刻的變化。新世紀(jì)頭20年是中國和平發(fā)展的重要戰(zhàn)略機(jī)遇期,發(fā)展面臨難得的歷史機(jī)遇。正是在這樣的時(shí)代背景下,中國積極發(fā)展與歐盟全面戰(zhàn)略伙伴關(guān)系,符合中國的國家利益。 堅(jiān)持互利共贏的開放戰(zhàn)略,求同存異,共同發(fā)展,是中國對(duì)歐政策的出發(fā)點(diǎn)；共同的戰(zhàn)略利益和經(jīng)濟(jì)利益,是中歐關(guān)系發(fā)展的根本動(dòng)因,對(duì)歐關(guān)系取得的全面發(fā)展,是超越意識(shí)形態(tài)和社會(huì)制度的差異實(shí)現(xiàn)國家利益的結(jié)果。中歐關(guān)系健康發(fā)展有利于實(shí)現(xiàn)國家安全利益、發(fā)展利益和責(zé)任利益,對(duì)維護(hù)世界和平與發(fā)展具有重要意義。 在中歐關(guān)系發(fā)展進(jìn)程中,維護(hù)國家利益既面臨新的挑戰(zhàn)和困難,也有多年業(yè)已存在的矛盾和分歧,究其原因,主要有四個(gè)方面：社會(huì)制度和意識(shí)形態(tài)的差異,歐盟內(nèi)部的掣肘,美國因素的制約以及中歐之間利益的博弈。 發(fā)展中歐關(guān)系中實(shí)現(xiàn)國家利益需要突出四個(gè)重點(diǎn)：緊緊抓住戰(zhàn)略機(jī)遇期,不斷發(fā)展壯大自己；堅(jiān)持原則的堅(jiān)定性與政策靈活性的統(tǒng)一,妥善解決分歧和矛盾；多層次、全方位、增進(jìn)雙方的溝通與交流,拓寬發(fā)展渠道；正確處理中美歐關(guān)系,降低美國因素的負(fù)而影響。
[Abstract]:In the 21st century, the multipolarization of the world pattern and the process of economic globalization have been accelerated obviously, and profound changes have taken place in the international community. The first 20 years of the new century is an important strategic opportunity period for China's peaceful development, and development faces a rare historical opportunity. It is against this background that it is in China's national interest to actively develop a comprehensive strategic partnership with the EU. Adherence to the win-win strategy of opening up, seeking common ground while reserving differences, and common development is the starting point of China's policy towards Europe; common strategic interests and economic interests are the fundamental motivation for the development of China-EU relations and the overall development of relations with Europe. It is the result of transcending the differences between ideology and social system to realize national interests. The healthy development of China-EU relations is conducive to the realization of national security interests, development interests and responsibility interests, and is of great significance to safeguarding world peace and development. In the course of the development of China-EU relations, safeguarding national interests faces new challenges and difficulties, as well as contradictions and differences that have existed for many years. There are mainly four reasons for this: differences in social systems and ideologies, and constraints within the EU. The restriction of American factors and the game of interests between China and Europe. In developing China-EU relations, it is necessary to highlight four key points for the realization of national interests: to firmly seize the period of strategic opportunity and continuously develop and strengthen ourselves; to adhere to the unity of principle and policy flexibility, and to properly resolve differences and contradictions; and to resolve differences and contradictions at various levels and in all directions. We will enhance communication and exchanges between the two sides, broaden channels for development, correctly handle Sino-US relations and reduce the negative impact of American factors.
