1962年中國(guó)對(duì)印度的外交決策剖析

【摘要】:本文選取1962年中國(guó)對(duì)印度的外交決策作為研究案例,運(yùn)用外交決策分析模式中的理性選擇模式、組織過(guò)程模式和心理認(rèn)知模式這三個(gè)分析模式對(duì)1962年中國(guó)對(duì)印度的外交決策進(jìn)行分析研究,試圖找出影響中國(guó)在邊界爭(zhēng)端不同階段做出相應(yīng)對(duì)策的因素,進(jìn)一步認(rèn)識(shí)決策過(guò)程的全貌。本文通過(guò)國(guó)家理性決策的論證過(guò)程,分析得出1962年的中國(guó)對(duì)印決策是邊界危機(jī)下中國(guó)政府經(jīng)過(guò)理性選擇做出的決策;運(yùn)用組織過(guò)程模式的理論,對(duì)1962年中國(guó)外交決策機(jī)構(gòu)的特點(diǎn)及其決策過(guò)程進(jìn)行了分析,根據(jù)這一時(shí)期的外交部檔案歸納了外交決策的信息來(lái)源和傳遞渠道,,進(jìn)一步總結(jié)了組織內(nèi)部外交決策的機(jī)制與過(guò)程;運(yùn)用心理認(rèn)知模式的理論,對(duì)中國(guó)領(lǐng)導(dǎo)人的性格特點(diǎn)進(jìn)行了分析,并總結(jié)了領(lǐng)導(dǎo)人的心理認(rèn)知對(duì)外交決策的四種影響途徑。三種分析模式為分析外交決策提供了不同的視角,雖然看似獨(dú)立,但又存在著一定的關(guān)聯(lián)性。本文最后在已有模式的基礎(chǔ)上對(duì)外交決策分析框架進(jìn)行了一點(diǎn)有益嘗試,總結(jié)了1962年中國(guó)對(duì)印外交決策是以國(guó)家利益為導(dǎo)向的單一線型決策。
[Abstract]:This paper chooses China's diplomatic decision to India in 1962 as a case study and uses rational choice model in diplomatic decision analysis model. The organizational process model and the psychological cognitive model are the three models to analyze and study the diplomatic decision made by China to India in 1962, and try to find out the factors that influence China to make corresponding countermeasures in different stages of the border dispute. To further understand the overall picture of the decision-making process. Through the demonstration process of national rational decision, this paper concludes that the Chinese government's decision to India in 1962 is a rational decision made by the Chinese government under the boundary crisis, and the theory of organizational process model is used. This paper analyzes the characteristics and decision-making process of China's diplomatic decision-making institutions in 1962, sums up the information sources and transmission channels of diplomatic decision-making according to the archives of the Ministry of Foreign Affairs during this period, and further summarizes the mechanism and process of the internal diplomatic decision-making of the organization. Based on the theory of psychological cognitive model, this paper analyzes the personality characteristics of Chinese leaders, and summarizes the four ways of influence of leaders' psychological cognition on diplomatic decision-making. The three modes of analysis provide different perspectives for the analysis of diplomatic decisions, although seemingly independent, there are certain correlations. At the end of this paper, based on the existing models, a useful attempt is made on the framework of diplomatic decision analysis, and a conclusion is made that China's diplomatic decision to India in 1962 is a single linear decision oriented by national interests.
