【摘要】：正航母、核潛艇與普世價(jià)值觀似乎風(fēng)馬牛不相及,然而,新出爐的美國(guó)《四年防務(wù)評(píng)估報(bào)告》卻顯示出兩者具有相當(dāng)密切的關(guān)系。美國(guó)參聯(lián)會(huì)主席依據(jù)美《國(guó)家安全戰(zhàn)略報(bào)告》提出,在美核心利益中,應(yīng)對(duì)6項(xiàng)國(guó)家安全利益負(fù)責(zé),其中一項(xiàng)就是"保護(hù)和宣揚(yáng)普世價(jià)值觀"。有沒(méi)有普世價(jià)值觀,什么是普世價(jià)值觀,這可以撇開(kāi)不論。問(wèn)題的實(shí)質(zhì)是,這個(gè)概念一經(jīng)納入外交和軍事范疇,一定是變味的。比如,國(guó)家無(wú)論強(qiáng)弱大小,都應(yīng)一律平等。可現(xiàn)實(shí)卻讓人費(fèi)解。美國(guó)和日本幾十年前就劃定了各自的防空識(shí)別區(qū),從未征求相關(guān)國(guó)家意見(jiàn);而中國(guó)劃定東海防
[Abstract]:While aircraft carriers, nuclear submarines and universal values seem to be at odds, the new U.S. four-year defense review suggests a close relationship. According to the National Security Strategy report of the United States, the chairman of the United States Senate Association pointed out that among the core interests of the United States, six should be held responsible for national security interests, one of which is to "protect and promote universal values." There is no universal values, what is universal values, this can be put aside. The essence of the problem is that the concept, once incorporated into the diplomatic and military spheres, must be a perverse one. For example, countries, big or small, strong or weak, should be equal. But reality is puzzling. The United States and Japan established their respective air defence identification zones decades ago and never sought the views of the countries concerned; while China established the East China Sea defence, the United States and Japan established their respective air defence zones decades ago.
