【摘要】：1998年,韓國(guó)總統(tǒng)金大中上臺(tái),根據(jù)當(dāng)時(shí)的國(guó)內(nèi)國(guó)際形勢(shì)提出了旨在促進(jìn)韓朝關(guān)系的“陽(yáng)光政策”,其核心是保證朝鮮半島和平穩(wěn)定,韓國(guó)保證不破壞半島穩(wěn)定、不對(duì)朝鮮采取吸收統(tǒng)一政策�！瓣�(yáng)光政策”有效緩和了朝鮮半島南北的緊張關(guān)系,成功實(shí)現(xiàn)了朝鮮半島南北關(guān)系在兩國(guó)政府、人員交流和經(jīng)貿(mào)往來(lái)、國(guó)際合作等領(lǐng)域出現(xiàn)了積極的變化。盧武鉉上臺(tái)后,繼承了金大中時(shí)期的“陽(yáng)光政策”,為了繼續(xù)維護(hù)朝鮮半島的和平與穩(wěn)定,并促進(jìn)朝鮮半島及東北亞地區(qū)的共同繁榮,他提出了“和平繁榮”政策,進(jìn)一步推動(dòng)了南北之間的和解合作。 本文以韓國(guó)政府的對(duì)朝實(shí)行十年之久的“陽(yáng)光政策”為研究對(duì)象,通過(guò)對(duì)金大中時(shí)期的對(duì)朝包容政策和盧武鉉時(shí)期的“和平繁榮”政策進(jìn)行分析,厘清從1998到2008這十年韓國(guó)政府外交戰(zhàn)略尤其是對(duì)朝政策的內(nèi)涵、目標(biāo)和意圖等,并在此基礎(chǔ)上分析這一時(shí)期“陽(yáng)光政策”的作用和影響,及其可行性和制約因素。本文著重研究“陽(yáng)光政策”的目標(biāo)、戰(zhàn)略意圖等,尤其是“陽(yáng)光政策”對(duì)韓朝關(guān)系造成的影響。 “陽(yáng)光政策”的制定是韓國(guó)在根據(jù)自身實(shí)力增強(qiáng)的前提下提出來(lái)的,是對(duì)國(guó)際環(huán)境正確審視的結(jié)果,是符合韓國(guó)的國(guó)家利益的。以往對(duì)“陽(yáng)光政策”的研究主要是在其實(shí)施期間對(duì)其成效的頌揚(yáng)和后來(lái)對(duì)“陽(yáng)光政策”的批評(píng),本文對(duì)“陽(yáng)光政策”做了一些更為客觀的分析和評(píng)價(jià)。此外,還運(yùn)用兩分法、兩點(diǎn)論的方法,在闡述“陽(yáng)光政策”積極影響的基礎(chǔ)上,客觀地分析了“陽(yáng)光政策”的局限性。
[Abstract]:In 1998, South Korean President Kim Dae-jung took office. According to the domestic and international situation at that time, he put forward a "sunshine policy" aimed at promoting inter-Korean relations. The core of the policy was to ensure peace and stability on the Korean peninsula, while the ROK promised not to undermine stability on the peninsula. The policy of absorption and reunification should not be adopted against the DPRK. The "sunshine policy" has effectively eased the tension between the north and the south of the Korean Peninsula, and has successfully realized positive changes in the areas of the two countries' governments, personnel exchanges, economic and trade exchanges, and international cooperation. After taking office, Roh Moo-hyun inherited the "sunshine policy" of Kim Dae-jung 's period. In order to continue to maintain peace and stability on the Korean peninsula and promote common prosperity on the Korean peninsula and Northeast Asia, he put forward the policy of "peace and prosperity." It further promoted reconciliation and cooperation between the North and the South. This paper takes the "sunshine policy" of the Korean government for ten years as the research object, through the analysis of the "peace and prosperity" policy of the Kim Dae-jung period and the Roh Moo-hyun period. This paper clarifies the connotation, goal and intention of the Korean government's diplomatic strategy, especially the policy toward North Korea, from 1998 to 2008, and analyzes the function and influence of "sunshine policy" in this period, and its feasibility and restrictive factors. This paper focuses on the objectives and strategic intentions of the "sunshine policy", especially the impact of the "sunshine policy" on the relations between the two Koreas. The formulation of "sunshine policy" is put forward by South Korea under the premise of strengthening its own strength. It is the result of the correct examination of the international environment and conforms to the national interests of South Korea. The previous researches on "sunshine policy" are mainly about praise of its effect during its implementation and later criticism of "sunshine policy". This paper makes some more objective analysis and evaluation of "sunshine policy". In addition, the limitation of "sunshine policy" is analyzed objectively on the basis of expounding the positive influence of "sunshine policy" by using the method of dichotomy and two-point theory.
