【摘要】：蘇聯(lián)解體至今的俄羅斯對烏克蘭政策的演變表明,將烏克蘭納入俄羅斯主導的歐亞一體化進程,使之成為俄羅斯實現(xiàn)大國崛起的戰(zhàn)略依托,一直是俄羅斯的核心目標,這也是俄羅斯強硬應對烏克蘭危機的動因。俄羅斯對烏克蘭政策失敗的主要原因在于:俄羅斯不能為烏克蘭轉(zhuǎn)型提供一種有成效、有吸引力的發(fā)展模式;俄羅斯發(fā)展模式及其主導的歐亞一體化在與歐盟和北約的競爭中日益失去吸引力。普京政府對烏克蘭危機實行"以壓促變"的政策,主要目標在于使烏克蘭實行聯(lián)邦制,或者至少中立化。目前看來,烏克蘭東部地區(qū)局勢將向"德左模式"發(fā)展。但是擺脫烏克蘭危機的可靠出路,只有政治解決一條途徑。
[Abstract]:The evolution of Russia's policy towards Ukraine since the disintegration of the Soviet Union shows that bringing Ukraine into the Russian-led Eurasian integration process and making it the strategic backing for Russia to realize the rise of a great power has always been Russia's core goal. This is also the driving force behind Russia's tough response to the crisis in Ukraine. The main reasons for the failure of Russia's policy towards Ukraine are that Russia cannot provide a productive and attractive development model for the transformation of Ukraine; Russia's development model and its dominant Eurasian integration are increasingly unattractive in competition with the EU and NATO. Putin's government's "pressure to change" policy toward Ukraine's crisis is aimed at federalism, or at least neutrality. At present, the situation in eastern Ukraine will develop to the German-left model. But a credible way out of the crisis in Ukraine is only a political solution.
