互聯(lián)網(wǎng)公共外交作用研究

【摘要】:互聯(lián)網(wǎng)日益成為知識(shí)傳播、商務(wù)往來(lái)、參政議政等社會(huì)生活方方面面不可或缺的手段。信息的公開(kāi)化和透明化使得外交方式和重點(diǎn)也發(fā)生了相應(yīng)變化,以贏得民心、影響輿論為目標(biāo)的公共外交成為世界各國(guó)外交的新亮點(diǎn)。我國(guó)長(zhǎng)期對(duì)內(nèi)宣傳與對(duì)外傳播不分,以及媒體國(guó)際傳播能力有限,致使我國(guó)聲音在國(guó)際社會(huì)長(zhǎng)期得不到有效表達(dá)。這種“被代言”的狀態(tài)導(dǎo)致國(guó)際社會(huì)對(duì)中國(guó)的誤解以及中國(guó)國(guó)家形象的扭曲。隨著中國(guó)實(shí)力的增長(zhǎng)和外界對(duì)中國(guó)的關(guān)注,讓世界認(rèn)識(shí)一個(gè)真實(shí)的中國(guó)成為迫切需要解決的問(wèn)題。順應(yīng)此趨勢(shì),公共外交在中國(guó)成為熱點(diǎn)詞匯,引起政府、學(xué)界、媒體和普通百姓的關(guān)注。 互聯(lián)網(wǎng)作為跨國(guó)信息流通最便捷的渠道,由于成本低廉、傳播速度快、表達(dá)口語(yǔ)化、傳播者去官方背景等諸多優(yōu)勢(shì),而成為公共外交最具潛力的平臺(tái)。美國(guó)將其互聯(lián)網(wǎng)技術(shù)優(yōu)勢(shì)和媒體的話語(yǔ)權(quán)優(yōu)勢(shì)相結(jié)合,在全球范圍內(nèi)積極開(kāi)展互聯(lián)網(wǎng)公共外交并卓有成效。作為世界兩大經(jīng)濟(jì)體,中美之間的伙伴與合作關(guān)系比以往任何時(shí)候都重要,雙方也是彼此開(kāi)展公共外交的重要對(duì)象。中國(guó)很關(guān)注美國(guó)的互聯(lián)網(wǎng)公共外交舉動(dòng)并深感憂慮,屏蔽了Facebook、Twitter等美國(guó)著名社交網(wǎng)站,以防中國(guó)網(wǎng)民“被公共外交”。但此做法本身又成為美國(guó)指責(zé)中國(guó)互聯(lián)網(wǎng)管制的把柄,影響中國(guó)國(guó)家形象也不符合崛起大國(guó)的開(kāi)放角色。 中國(guó)目前戰(zhàn)略上日益重視互聯(lián)網(wǎng)的公共外交作用,但戰(zhàn)術(shù)上傾向于投巨資提高官方媒體的國(guó)際傳播能力。致使中國(guó)龐大的互聯(lián)網(wǎng)用戶優(yōu)勢(shì)以及積極的網(wǎng)民在線表達(dá),并沒(méi)有轉(zhuǎn)化成開(kāi)展互聯(lián)網(wǎng)公共外交的有利資源。當(dāng)然,開(kāi)展互聯(lián)網(wǎng)公共外交也存在一定風(fēng)險(xiǎn),日益增多的跨國(guó)信息流動(dòng)加劇了網(wǎng)絡(luò)泄密和網(wǎng)絡(luò)恐怖主義發(fā)生的幾率,對(duì)世界各國(guó)信息安全形成新的挑戰(zhàn)。對(duì)于互聯(lián)網(wǎng)不太發(fā)達(dá)的國(guó)家來(lái)說(shuō),抵制互聯(lián)網(wǎng)信息霸權(quán)、保衛(wèi)信息主權(quán)成為當(dāng)務(wù)之急。但是,互聯(lián)網(wǎng)催生的“善”遠(yuǎn)遠(yuǎn)大于它制造的“惡”,我們不能因噎廢食,積極開(kāi)展互聯(lián)網(wǎng)公共外交將成為國(guó)際交往的大趨勢(shì)。
[Abstract]:The Internet has increasingly become an indispensable means of knowledge dissemination, business exchanges, political participation and other aspects of social life. The openness and transparency of information make the diplomatic mode and emphasis change accordingly. Public diplomacy, which aims at winning popular support and influencing public opinion, has become a new bright spot in the diplomacy of all countries in the world. China's long-term internal and external communication, as well as the limited capacity of the media international communication, resulting in our voice in the international community for a long time can not be effectively expressed. This "endorsed" state has led to international misunderstandings about China and distortion of its national image. With the growth of China's power and the attention of the outside world, it is urgent for the world to know a real China. Following this trend, public diplomacy has become a hot word in China and attracted the attention of the government, academia, media and ordinary people. As the most convenient channel of transnational information circulation, Internet has become the most potential platform of public diplomacy because of its low cost, fast transmission speed, colloquial expression, official background and so on. The United States combines its advantage of Internet technology with the power of the media to actively develop Internet public diplomacy in the world. As the world's two largest economies, the partnership and partnership between China and the United States are more important than ever, and both are important targets for mutual public diplomacy. China is concerned and deeply concerned about U.S. Internet public diplomacy, blocking prominent U.S. social networking sites such as Facebook, Twitter, and so on, in case Chinese Internet users are "exposed to public diplomacy." But the move itself has become a pretext for the United States to accuse China of Internet regulation, and the impact on China's image is not in keeping with the open role of the rising powers. China is strategically paying more and more attention to the public diplomacy role of the Internet, but tactically tends to invest a lot of money to improve the international communication ability of the state media. As a result, China's huge Internet user advantage and active Internet users' online expression have not turned into a favorable resource for Internet public diplomacy. Of course, there are some risks in carrying out Internet public diplomacy. The increasing transnational information flow intensifies the probability of network leak and network terrorism, and poses a new challenge to the information security of countries all over the world. For countries with less developed Internet, it is urgent to resist Internet information hegemony and defend information sovereignty. However, the "good" produced by the Internet is far greater than the "evil" created by the Internet, so we should not give up food for fear of choking. Actively developing public diplomacy on the Internet will become a major trend of international communication.
