【摘要】： 朝鮮半島特殊的地理位置以及特定的歷史和現(xiàn)實(shí),使得該地區(qū)成為當(dāng)今世界局勢(shì)最為敏感和緊張的地區(qū)之一,朝鮮半島問(wèn)題也成為國(guó)際政治與國(guó)際關(guān)系領(lǐng)域研究的熱點(diǎn)問(wèn)題之一,備受學(xué)界關(guān)注。其中,朝鮮核危機(jī)是朝鮮半島眾多熱點(diǎn)問(wèn)題中的一個(gè)焦點(diǎn)。自朝鮮決定單方面撕毀1994年朝美簽訂的《關(guān)于朝鮮核問(wèn)題的框架協(xié)議》引發(fā)第一次朝核危機(jī)至今,朝核危機(jī)已爆發(fā)三次。朝核危機(jī)原本是發(fā)生在朝鮮與美國(guó)之間的雙邊危機(jī),然而它的爆發(fā)不僅僅牽涉到朝美兩國(guó),而且還對(duì)東北亞地區(qū)相關(guān)國(guó)家的利益產(chǎn)生深遠(yuǎn)影響,因此中、俄、日、韓等國(guó)也都紛紛涉入其中,試圖通過(guò)多邊框架的機(jī)制妥善解決朝核危機(jī),而六方會(huì)談?wù)菍?duì)這種嘗試的具體實(shí)踐。迄今為止,六方會(huì)談已召開(kāi)了七輪。 如何圓滿解決朝核問(wèn)題、有效化解朝核危機(jī),既關(guān)系到朝鮮半島的和平與穩(wěn)定,也必將對(duì)東北亞局勢(shì)產(chǎn)生極其重要的影響。朝核危機(jī)的妥善解決,依賴于合理可行的解決模式,從現(xiàn)有的解決模式看,仍存在諸多困境與障礙。本文以六方會(huì)談框架下的朝核危機(jī)解決模式為研究重點(diǎn),通過(guò)回顧朝核危機(jī)的成因與演變歷程,總結(jié)六方會(huì)談所取得的進(jìn)展,剖析目前會(huì)談所面臨的困境,并結(jié)合所學(xué)的專業(yè)理論,提出合理解決朝核危機(jī)的策略選擇。
[Abstract]:The special geographical location of the Korean peninsula, as well as its specific history and reality, make the region one of the most sensitive and tense regions in the world today, The Korean Peninsula has also become one of the hot issues in the field of international politics and international relations. Among them, the Korean nuclear crisis is a focus of many hot issues on the Korean Peninsula. Since the DPRK decided to unilaterally tear up the 1994 DPRK-US Framework Agreement on the North Korean Nuclear issue, which triggered the first North Korean nuclear crisis, the North Korean nuclear crisis has erupted three times. The North Korean nuclear crisis was originally a bilateral crisis between North Korea and the United States. However, its outbreak not only involved North Korea and the United States, but also had a profound impact on the interests of relevant countries in Northeast Asia. Therefore, China, Russia, Japan, South Korea and other countries have also been involved in trying to properly resolve the North Korean nuclear crisis through a multilateral framework mechanism, and the six-party talks are concrete practice of this attempt. So far, seven rounds of six-party talks have been held. How to resolve the Korean nuclear issue satisfactorily and effectively resolve the Korean nuclear crisis is not only related to the peace and stability of the Korean Peninsula, but also will have an extremely important impact on the situation in Northeast Asia. The proper resolution of the North Korean nuclear crisis depends on a reasonable and feasible solution model. From the existing solution mode, there are still many difficulties and obstacles. This paper focuses on the model of resolving the Korean nuclear crisis in the framework of the Six-Party talks. By reviewing the causes and evolution of the DPRK nuclear crisis, this paper summarizes the progress made in the Six-Party talks and analyzes the difficulties faced by the current talks. Combined with the professional theory, a reasonable solution to the North Korean nuclear crisis strategy choice.
