【摘要】：美日同盟是冷戰(zhàn)的產(chǎn)物,作為一種特殊的同盟關(guān)系,是美國為自身戰(zhàn)略的需要而扶植和利用日本的結(jié)果。從美日同盟的形成與發(fā)展來看,美日同盟已經(jīng)是世界上最重要的雙邊關(guān)系之一。在美國進(jìn)入“奧巴馬時(shí)代”,奧巴馬政府對美國的亞太戰(zhàn)略做出了新的調(diào)整,明確將以鞏固美日同盟為基礎(chǔ),同時(shí)發(fā)展與亞洲各國的合作關(guān)系。新的調(diào)整使得這一時(shí)期的中美日三邊關(guān)系呈現(xiàn)出利用與反利用、限制與反限制的新特點(diǎn)。全球性金融危機(jī)的爆發(fā)促使世界多極化發(fā)展的趨勢更為明顯,在這種變化下,既促成了中美日三邊關(guān)系新的合作動(dòng)力,同時(shí)在一些問題上還使得中美日三邊關(guān)系處于相互制約的狀態(tài)。以中美日三邊關(guān)系為視角,從中日關(guān)系歷史回顧可以看出,歷屆日本政府都將美日同盟作為對外關(guān)系的基礎(chǔ),堅(jiān)持對美一邊倒的政策。因此美日同盟關(guān)系不僅是日本對外發(fā)展的重要內(nèi)容,而且在中日兩國政治、經(jīng)濟(jì)、安全領(lǐng)域等方方面面都發(fā)揮著重大的影響力。在某種意義上,美日同盟是針對中國的特殊同盟關(guān)系,在當(dāng)今世界經(jīng)濟(jì)危機(jī)和多極化格局的影響下,美國的實(shí)力在逐漸衰弱,中國作為世界最大的發(fā)展中國家屹立于世界東方,正發(fā)揮著越來越重要的影響力。美日兩國都需要中國與其共同承擔(dān)國際事務(wù)中出現(xiàn)的重大挑戰(zhàn),因此美日同盟防范中國的因素開始有所淡化。但是基于美日同盟的特殊內(nèi)涵,在可預(yù)見的未來,這種遏制中國的性質(zhì)并不會(huì)發(fā)生根本性的轉(zhuǎn)變。展望美日同盟關(guān)系未來發(fā)展,可以看出美日兩國盡管在處理雙邊關(guān)系之間會(huì)出現(xiàn)摩擦與沖突,但是這些問題都是可預(yù)見和控制的,為了更加符合兩國各自的國家利益,為了維護(hù)亞太地區(qū)的和平與穩(wěn)定,美日同盟關(guān)系還將會(huì)走向進(jìn)一步強(qiáng)化的趨勢。
[Abstract]:The US-Japan alliance is a product of the Cold War. As a special alliance, the United States nurtured and utilized Japan for its own strategic needs. From the formation and development of the alliance, the alliance has become one of the most important bilateral relations in the world. As the United States enters the "Obama era," the Obama administration has made a new adjustment to its Asia-Pacific strategy, explicitly based on the consolidation of the US-Japan alliance and the development of cooperative relations with Asian countries. The new adjustment makes the trilateral relations between China, America and Japan show the new characteristics of utilization and anti-utilization, restriction and anti-restriction. The outbreak of the global financial crisis has made the trend of multipolarization in the world even more obvious. This change has not only contributed to a new momentum of cooperation between China, the United States and Japan. At the same time, on some issues, the trilateral relations between China, the United States and Japan are in a state of mutual restriction. From the perspective of the trilateral relations between China, the United States and Japan, we can see that the successive Japanese governments regard the US-Japan alliance as the basis of their foreign relations and adhere to the one-sided policy towards the United States. Therefore, the US-Japan alliance is not only an important part of Japan's external development, but also plays an important role in the political, economic and security fields of China and Japan. In a sense, the US-Japan alliance is a special alliance for China. Under the influence of the current world economic crisis and the multi-polarization pattern, the strength of the United States is gradually weakening. As the largest developing country in the world, China stands erect in the East. Is exerting more and more important influence. The United States and Japan both need China to share major challenges in international affairs, so the U.S.-Japan alliance's defence of China is starting to fade. But because of the special connotation of the US-Japan alliance, the nature of this containment of China will not change fundamentally in the foreseeable future. Looking forward to the future development of the US-Japan alliance, we can see that although there will be frictions and conflicts between the United States and Japan in dealing with bilateral relations, these problems are foreseeable and controlled, in order to better serve the respective national interests of the two countries.
