【摘要】： 中國與非洲國家在經(jīng)濟、政治、文化、安全等方面交流合作發(fā)展十分迅速,機制化建設(shè)現(xiàn)已成為維系中國與非洲國家關(guān)系發(fā)展的一個顯著特征。中國與非洲國家機制化建設(shè)經(jīng)歷了醞釀起步、穩(wěn)步發(fā)展和富有成效三個階段,從最初的中國同非洲國家建立外交關(guān)系發(fā)表聯(lián)合公報到中非合作論壇、中阿合作論壇等一系列機制的出現(xiàn),有力地保障了雙方關(guān)系的穩(wěn)定發(fā)展,提高了合作水平,促進了雙方經(jīng)濟貿(mào)易的增長和各自實力的提高,提升了中非的國際地位和國際影響力,一定程度上遏制了超級大國的霸權(quán)主義,平衡了國際關(guān)系,推動了世界格局的多極化,從根本上推進了中非關(guān)系的發(fā)展。 近年來,中非關(guān)系中的機制安排在推動中非關(guān)系發(fā)展的同時,也還存在著一些亟待解決的問題,主要是機制化建設(shè)仍處于初級階段,比較松散且缺乏效率；西方國家通過多種手段打壓排擠中非合作機制進程；全球化對中非機制建設(shè)提出了新挑戰(zhàn)；中非現(xiàn)有合作機制層次低且參與程度不高等等。盡管這些問題在一定程度上影響了中非關(guān)系的發(fā)展,但這些只是前進中的問題,完全可以通過平等協(xié)商等方式來加以解決。反思中非關(guān)系中機制化建設(shè)的發(fā)展軌跡,今后在機制化建設(shè)方面,應(yīng)夯實機制化建設(shè)的基礎(chǔ),提高機制化建設(shè)的效率；妥善處理各國在非洲的利益沖突,果斷采取措施應(yīng)對西方國家對中非關(guān)系中機制化建設(shè)的擠壓；妥善處理美國因素對中非機制化建設(shè)的影響；完善國際機制理論,應(yīng)對全球化提出的挑戰(zhàn)等。隨著經(jīng)濟全球化和世界政治多極化的深入發(fā)展,我們相信在中非人民的傳統(tǒng)友好關(guān)系為基礎(chǔ)條件下,在中非雙方共同的政治利益和歷史使命背景下,在中非經(jīng)貿(mào)合作廣泛的互補性和巨大的合作空間以及中非雙方發(fā)展合作的強烈愿望下,中非合作機制必將大有作為,前景廣闊。
[Abstract]:The economic, political, cultural and security exchanges and cooperation between China and African countries have developed very rapidly, and institutional construction has become a remarkable feature in maintaining the development of relations between China and African countries. The institutional construction between China and African countries has gone through the three stages of steady development and fruitful development, ranging from the initial joint communique on establishing diplomatic relations between China and African countries to the China-Africa Cooperation Forum. The emergence of a series of mechanisms, such as the China-Arab Cooperation Forum, has powerfully ensured the stable development of bilateral relations, raised the level of cooperation, and promoted the growth of economic and trade between the two sides and the enhancement of their respective strength. It has enhanced the international status and international influence of China and Africa, restrained to a certain extent the hegemonism of the superpowers, balanced international relations, promoted the multipolarization of the world pattern, and fundamentally advanced the development of Sino-African relations in recent years. While promoting the development of Sino-African relations, there are still some problems to be solved. The main problems are that the institutional construction is still in the primary stage, loose and inefficient. Western countries suppress the process of excluding China-Africa cooperation mechanism by various means; globalization poses new challenges to the construction of China-Africa mechanism; the existing cooperation mechanism between China and Africa is of low level and low degree of participation and so on. Although these problems have affected the development of Sino-African relations to a certain extent, they are only problems in progress and can be solved through consultation on an equal footing. Reflecting on the development track of institutional construction in Sino-African relations, we should consolidate the foundation of institutional construction in the future, improve the efficiency of institutional construction, and properly handle the conflicts of interest of various countries in Africa. We should take decisive measures to deal with the squeezing of the institutional construction of Sino-African relations in western countries, properly handle the influence of American factors on the institutional construction of China-Africa, perfect the theory of international mechanism, and deal with the challenges posed by globalization, etc. With the deepening development of economic globalization and the multipolarization of world politics, we believe that under the conditions of the traditional friendly relations between the Chinese and African peoples, under the background of the common political interests and historical missions of the two sides, Given the extensive complementarity of China-Africa economic and trade cooperation, the enormous space for cooperation and the strong desire of the two sides to develop cooperation, the mechanism of China-Africa cooperation will certainly have great achievements and broad prospects.
