【摘要】：2003年開始的伊拉克戰(zhàn)爭,徹底推翻了薩達姆·侯賽因政權(quán),受美國扶持的什葉派政權(quán)登上了伊拉克的政治舞臺,這讓曾經(jīng)占據(jù)統(tǒng)治地位的伊拉克遜尼派部落驚恐不已,為了防止什葉派的報復(fù)行動,安巴爾省的遜尼派部落率先與伊拉克的“基地”組織達成合作協(xié)議來維護自身的安全。但是合作后不久“基地”組織就威脅到了遜尼派部落的統(tǒng)治地位和生存空間,而與此同時,因為在安巴爾省與“基地”組織戰(zhàn)斗的節(jié)節(jié)失利,美軍認識到要想在伊拉克獲得成功不僅需要什葉派的支持,還必須得到伊拉克遜尼派部落的幫助。在這樣的條件下,安巴爾省的遜尼派部落與美國政府就雙方利益達成一致,結(jié)成了合作協(xié)議,2006年9月14日,伊拉克遜尼派阿布瑞沙部落的薩塔爾首領(lǐng)公開發(fā)表聲明,聲稱將會與美國政府合作,共同抗擊伊拉克“基地”組織,標志著轟轟烈烈的安巴爾聯(lián)合運動正式開始了,該運動在開始后迅速席卷了伊拉克全境,并且發(fā)展成了全伊拉克的遜尼派部落聯(lián)合運動。但是運動后期,由于伊拉克“基地”組織被擊退,遜尼派與什葉派固有矛盾的沖突等等,合作的基礎(chǔ)不復(fù)存在,聯(lián)合運動從內(nèi)部開始瓦解分裂,分裂后的聯(lián)合運動成員形如散沙,根本無力抵抗卷土重來的伊拉克“基地”組織,伊拉克國內(nèi)局勢再一次急劇惡化。近年來“伊斯蘭國”的日益猖獗,伊拉克民眾們深受其害,而要想擊退“伊斯蘭國”,重啟新一輪的伊拉克遜尼派的安巴爾聯(lián)合運動勢在必得。
[Abstract]:The Iraq War, which began in 2003, completely overthrew Saddam Hussein's regime, and the Shia regime supported by the United States stepped onto the political stage in Iraq, horrifying Iraq's once dominant Sunni tribes. To prevent Shia retaliation, Sunni tribes in Anbar province were among the first to strike a cooperative agreement with al-Qaeda in Iraq to maintain their security. But soon after the cooperation, al-Qaeda threatened the dominance and survival of Sunni tribes, while at the same time losing the battle against al-Qaeda in Anbar province. The US military recognizes that success in Iraq requires not only Shia support, but also the help of Iraq's Sunni tribes. Under these conditions, the Sunni tribes in Anbar province and the United States Government reached a cooperation agreement on their mutual interests. On September 14, 2006, the head of Iraq's Sunni Abu Reza tribe, Sattar, publicly issued a statement. The announcement that it will work with the United States government to fight al-Qaida in Iraq marks the official start of a vigorous coalition movement in Anbar that quickly swept across Iraq. And developed into a Sunni tribal coalition all over Iraq. However, in the late period of the movement, because of the repelling of Al Qaeda in Iraq, the conflict between Sunnis and Shiites, and so on, the foundation of cooperation no longer existed, and the United Movement began to disintegrate and split from within. Members of the split coalition movement are scattered, unable to resist the rebirth of al-Qaeda in Iraq, and the situation in Iraq is once again sharply deteriorating. In recent years, the "Islamic State" has become increasingly rampant, the Iraqi people suffer, but to repel the Islamic State, the resumption of a new round of Iraq's Sunni Anbar coalition momentum is to be achieved.
