【摘要】：中國和巴基斯坦自1951年建交以來,這60年過程中,中國和巴基斯坦形成了全天候、全方位的合作伙伴關(guān)系。中巴關(guān)系在歷史和現(xiàn)實過程中通過了時間和國際風(fēng)云變幻的考驗,中巴是好朋友、好鄰居、好伙伴。憑上世紀(jì)兩國關(guān)系的穩(wěn)定發(fā)展，可以看出21世紀(jì)的中國-巴基斯坦關(guān)系同樣繼續(xù)向前發(fā)展并得到更大的發(fā)展機(jī)會。中巴兩國建交后的半個多世紀(jì)在政治、經(jīng)濟(jì)、軍事、文化等很多領(lǐng)域合作的取得了重大的進(jìn)步，兩國各領(lǐng)的合作密切、關(guān)系不斷發(fā)展對雙方有重要意義。中巴關(guān)系的繼續(xù)向前發(fā)展符合兩國的國家利益和地區(qū)安全方面的共同需求。 本文分為以下四個部分:一、中巴關(guān)系的歷史與對雙方的重要性。本部分通過對中巴關(guān)系的歷史分析,介紹了中巴建交后各個階段的兩國領(lǐng)導(dǎo)和民眾的友好往來，分三個階段來分析雙方友好關(guān)系的建立和穩(wěn)固。二、新世紀(jì)中巴關(guān)系的新特點。這部分主要論述了中巴兩國從2000年以來在政治和經(jīng)濟(jì)領(lǐng)域形成的特點。建交以來中巴雙方合作的重點在于政治領(lǐng)域，在新世紀(jì)雙方領(lǐng)導(dǎo)的和人民群眾的共同努力下政治合作不斷加強(qiáng)并得到新的成果。中巴關(guān)系中經(jīng)濟(jì)因素地位日益凸顯，雙方經(jīng)濟(jì)發(fā)展具有強(qiáng)大的潛力，，貿(mào)易規(guī)模穩(wěn)定增加。三、新世紀(jì)中巴關(guān)系面臨的挑戰(zhàn)。21世紀(jì)在世界格局發(fā)生了重大變化，中巴關(guān)系在這復(fù)雜多變的格局下面臨一些結(jié)構(gòu)性的問題，這些問題表現(xiàn)在經(jīng)濟(jì)關(guān)系基礎(chǔ)薄弱、地區(qū)安全領(lǐng)域存在有些問題、巴基斯坦國內(nèi)政局動蕩和雙邊關(guān)系的變動等問題影響中巴關(guān)系的發(fā)展。四、新世紀(jì)中巴關(guān)系發(fā)展中的積極因素和中國的策略選擇。新世紀(jì)中巴關(guān)系的發(fā)展不僅遇到一些挑戰(zhàn)，但還具有很多有利于推動雙方合作伙伴關(guān)系的積極因素，這些因素表現(xiàn)在中巴經(jīng)貿(mào)合作、軍事合作、能源合作和科技、文化等領(lǐng)域。對中巴關(guān)系發(fā)展過程中存在的諸多問題和挑戰(zhàn)，最后提出了一些建議:加強(qiáng)政治磋商、密切安全合作；利用巴基斯坦地緣政治優(yōu)勢；不斷提升中巴經(jīng)貿(mào)關(guān)系；建立有好的三角互動關(guān)系等。
[Abstract]:In the 60 years since the establishment of diplomatic relations between China and Pakistan in 1951, China and Pakistan have formed an all-weather, all-round partnership. China-Pakistan relations have passed the test of time and international vicissitudes in the course of history and reality. China and Pakistan are good friends, good neighbors and good partners. With the steady development of the relations between the two countries in the last century, we can see that the relations between China and Pakistan in the 21st century also continue to develop forward and have greater opportunities for development. In the more than half century since the establishment of diplomatic relations between China and Pakistan, great progress has been made in political, economic, military, cultural and other fields of cooperation. The further development of China-Pakistan relations conforms to the national interests of the two countries and the common needs of regional security. This paper is divided into the following four parts: first, the history of China-Pakistan relations and their importance to both sides. Through the historical analysis of the relations between China and Pakistan, this part introduces the friendly exchanges between the leaders and the people of the two countries in each stage after the establishment of diplomatic relations between China and Pakistan, and analyzes the establishment and stability of the friendly relations between the two sides in three stages. Second, the new characteristics of China-Pakistan relations in the new century. This part mainly discusses the political and economic characteristics of China and Pakistan since 2000. Since the establishment of diplomatic relations, the cooperation between China and Pakistan has focused on the political field. With the joint efforts of the two sides and the masses of the people in the new century, the political cooperation has been continuously strengthened and new achievements have been obtained. The status of economic factors in Sino-Pakistani relations is increasingly prominent, the two sides have strong potential for economic development, and the scale of trade has steadily increased. Challenges facing China-Pakistan Relations in the New Century. Major changes have taken place in the world pattern in the 21st century. Under this complex and changeable pattern, China-Pakistan relations face some structural problems, which are manifested in the weak foundation of economic relations. There are some problems in the field of regional security. The internal political instability and the change of bilateral relations affect the development of Sino-Pakistani relations. Fourth, the positive factors in the development of Sino-Pakistani relations in the new century and China's strategic choice. In the new century, the development of China-Pakistan relations not only meets some challenges, but also has many positive factors conducive to promoting the cooperative partnership between the two sides. These factors are manifested in the fields of China-Pakistan economic and trade cooperation, military cooperation, energy cooperation, science and technology, culture, and so on. Finally, some suggestions are put forward to strengthen political consultation, close security cooperation, make use of Pakistan's geopolitical advantages, improve Sino-Pakistani economic and trade relations, and put forward some suggestions on the problems and challenges existing in the development of Sino-Pakistani relations. Establish a good triangular interaction and so on.
