【摘要】：冷戰(zhàn)結(jié)束后，，印度迫于國內(nèi)的經(jīng)濟(jì)形勢(shì)開始推行“東進(jìn)政策”，以經(jīng)濟(jì)關(guān)系為起點(diǎn)發(fā)展同東盟國家關(guān)系，并對(duì)其東南亞政策做出了調(diào)整。進(jìn)入新世紀(jì)后，印度實(shí)力增長(zhǎng)，經(jīng)濟(jì)與科技力量增強(qiáng)，大國意識(shí)增長(zhǎng)，印度外交中顯現(xiàn)大國色彩。印度所處的南亞地緣政治格局使得印度占有優(yōu)勢(shì)，但同時(shí)也限制了印度向印度洋之外擴(kuò)張影響力。同時(shí)隨著經(jīng)濟(jì)的發(fā)展，印度對(duì)海外石油的需求也急劇增加，為了保護(hù)石油運(yùn)輸?shù)暮Ｉ虾降�，印度必須確保東南亞地區(qū)關(guān)鍵海域的暢通與安全。除此之外，東盟擴(kuò)大結(jié)束，政治版圖已趨于穩(wěn)定，這為印度調(diào)整政策提供了良好條件。印度在20世紀(jì)90年代同東南亞國家良好關(guān)系的基礎(chǔ)上開始推行“全面合作伙伴關(guān)系”政策，從經(jīng)濟(jì)、政治、防務(wù)三個(gè)方面密切同東南亞國家的合作關(guān)系，以增強(qiáng)其在該地區(qū)的存在。
[Abstract]:After the end of the Cold War, India began to carry out the "eastward advance" policy under the domestic economic situation, taking economic relations as the starting point to develop relations with ASEAN countries, and made adjustments to its Southeast Asia policy. After entering the new century, the strength of India has increased, the strength of economy and science and technology has been strengthened, and the consciousness of great power has increased. India's geopolitical structure in South Asia gives it an edge, but also limits its expansion beyond the Indian Ocean. At the same time, with the development of economy, the demand for overseas oil in India has increased sharply. In order to protect the sea channel of oil transportation, India must ensure the smooth and safe of the key sea area in Southeast Asia. In addition, the end of ASEAN expansion, the political landscape has become stable, which provides good conditions for India to adjust policy. On the basis of good relations with Southeast Asian countries in the 1990s, India began to carry out a "comprehensive cooperative partnership" policy, which closely cooperated with Southeast Asian countries in three aspects: economy, politics, and defense. To enhance its presence in the region.
