【摘要】：隨著經(jīng)濟和軟實力的增強,中國越來越多地參與到國際事務(wù)中,良好的國際輿論和國際環(huán)境對中國和平崛起有著至關(guān)重要的作用。然而,中國大力倡導(dǎo)的“和諧發(fā)展、共同繁榮”之理念卻與國際輿論大行其道的“中國威脅論”和“中國崩潰論”形成強烈反差,如何“向世界說明真實的中國”乃是中國外交的當(dāng)務(wù)之急。提升中國的國際形象、營造良好的國際輿論是中國可持續(xù)發(fā)展的重要保障,因此,創(chuàng)造性地改進公共外交體制,探索建立中國公共外交特使制度,進一步提升我國的公共外交水平,成為當(dāng)今中國迫切需要解決的課題。設(shè)立公共外交特使的理論依據(jù)是公共外交“主體多元論”和公共外交“精英效應(yīng)”論,其時代背景是中國已經(jīng)由地區(qū)性大國、第三世界大國發(fā)展成為一個世界性大國,要實現(xiàn)中國夢,需要贏得世界各國民眾的理解和支持。建立中國公共外交特使制度,有利于扎實推進中國的整體外交戰(zhàn)略,創(chuàng)造有利于中國和平發(fā)展的良好國際環(huán)境,從多個層面上維護中國的國家利益。以國際性知名人物為公共外交主體,能夠更有效地向他國民眾傳遞本國的價值理念。中國作為一個人力資源大國,擁有足夠多的公共外交優(yōu)秀人才,我們完全可以充分利用多種有效的公共外交手段,有針對性地設(shè)計具備中國特色的名人對外交往活動,探索建立有中國特色的公共外交特使制度。本文系統(tǒng)研究了公共外交主體理論和公共外交特使的性質(zhì)與概念,從理論上定義公共外交特使,厘清了公共外交與公共外交特使之間的關(guān)系；從美國公共外交特使的誕生背景、運行和選拔機制以及活動成效評估等多個維度,對公共外交特使的成功實踐進行深入剖析：研究了美國公共外交特使案例與中國形象大使案例各自的特點及相互間的異同,認(rèn)真分析了我國現(xiàn)有公共外交方面的經(jīng)濟、政治、文化資源以及部門資源和人力資源,明確了在中國推行公共外交特使的必要性和現(xiàn)實性,提出創(chuàng)建中國公共外交特使制度的理論依據(jù)和實踐依據(jù)；借鑒美國公共外交特使制度,為創(chuàng)建有中國特色的公共外交特使設(shè)計了一整套制度,并構(gòu)建了一個以共產(chǎn)黨為領(lǐng)導(dǎo)、外交部為主導(dǎo)、政協(xié)為主體、各部門相互支撐的公共外交特使政治支援體系,為我國有效開展公共外交特使活動、切實提升國家形象、維護國家利益提供了可循的制度保障。
[Abstract]:With the increase of economic and soft power, China is more and more involved in international affairs. Good international public opinion and international environment play an important role in China's peaceful rise. However, the concept of "harmonious development and common prosperity" strongly advocated by China contrasts strongly with the "China threat" and "China collapse theory", which is popular in international public opinion. How to "show the real China to the world" is the top priority of China's diplomacy. Raising China's international image and creating good international public opinion is an important guarantee for China's sustainable development. Therefore, we should creatively improve the system of public diplomacy and explore the establishment of a system of special envoys for China's public diplomacy. To further improve the level of public diplomacy in China has become an urgent issue to be solved. The theoretical basis for the establishment of a special envoy for public diplomacy is the "pluralism of the subject" in public diplomacy and the "elite effect" of public diplomacy. The background of the theory is that China has changed from a regional power to a big country in the third world, and a large country in the third world has developed into a world power. To realize Chinese Dream, we need to win the understanding and support of people all over the world. The establishment of China's special envoy system for public diplomacy is conducive to promoting China's overall diplomatic strategy, creating a favorable international environment conducive to China's peaceful development, and safeguarding China's national interests on many levels. International famous figures as the main body of public diplomacy can more effectively convey their own values to the people of other countries. As a large country of human resources, China has enough outstanding talents in public diplomacy. We can make full use of various effective means of public diplomacy to design the activities of celebrities with Chinese characteristics for foreign exchanges. To explore the establishment of a special envoy system with Chinese characteristics for public diplomacy. This paper systematically studies the subject theory of public diplomacy and the nature and concept of public diplomacy envoys, defines public diplomacy envoys in theory, clarifies the relationship between public diplomacy and public diplomacy envoys, from the background of the birth of American public diplomacy envoys. From the aspects of operation and selection mechanism as well as the evaluation of the effectiveness of activities, this paper makes a deep analysis of the successful practice of the public diplomacy envoy. It studies the characteristics and similarities and differences between the American public diplomacy envoy case and the Chinese image ambassador case. This paper seriously analyzes the economic, political, cultural, departmental and human resources of China's existing public diplomacy, and clarifies the necessity and reality of carrying out special envoys for public diplomacy in China. This paper puts forward the theoretical and practical basis for the establishment of Chinese public diplomacy special envoy system, draws lessons from the American public diplomacy special envoy system, designs a set of systems for the establishment of Chinese public diplomacy special envoy, and constructs a Communist Party as the leader. The political support system of the special envoys of public diplomacy, which is dominated by the Ministry of Foreign Affairs and supported by the CPPCC as the main body, provides a system guarantee for our country to carry out the activities of public diplomatic envoys effectively, to enhance the image of the country and to safeguard the national interests.
