【摘要】： 所謂邊界問題,是指相鄰兩國領(lǐng)土接壤地區(qū)邊界的走向、領(lǐng)土歸屬和由此產(chǎn)生的爭端。自1648年民族國家體系出現(xiàn)以來,邊界問題就成為國際關(guān)系中一個(gè)極為敏感的問題；確立邊界的進(jìn)程幾乎都伴隨著爭論,甚至?xí)l(fā)大規(guī)模和不斷的戰(zhàn)爭或戰(zhàn)爭威脅。長達(dá)4300多公里的中俄邊界線使中俄兩國互為陸地邊界最長的鄰國。中俄交往的300多年,也是兩國邊界形成的300多年,此間兩國邊界變化之大,形成背景之復(fù)雜都使邊界問題成為兩國關(guān)系中極為敏感的問題,也成為兩國關(guān)系的重要組成部分。 2008年10月14日,中俄兩國在黑瞎子島舉行東段界碑揭幕儀式,這標(biāo)志著中俄邊界遺留問題終于畫上了句號(hào),這不僅對(duì)兩國關(guān)系發(fā)展具有突破性的意義,為兩國關(guān)系進(jìn)一步發(fā)展奠定了良好的基礎(chǔ),而且對(duì)于促進(jìn)亞太地區(qū)的和平與穩(wěn)定具有積極的意義�；仡檭蓢吔缯勁袣v程,隨著國際局勢和兩國關(guān)系的跌宕起伏,中(蘇)俄邊界談判經(jīng)歷了“山重水復(fù)疑無路,柳暗花明又一村”的曲折跌宕。最終邊界問題的解決是兩國在尊重歷史、注重現(xiàn)實(shí)的基礎(chǔ)上,以國際法和國際慣例為依據(jù),通過政治談判,本著互諒互讓、互相妥協(xié)的精神分步伺機(jī)解決的成就。 本文希冀通過對(duì)中俄兩國邊界問題的由來、談判歷程與解決思路的分析,梳理歸納出兩國解決邊界爭端的具體模式,讓中俄邊界劃定的成果和經(jīng)驗(yàn)?zāi)転閲议g解決領(lǐng)土爭端提供一種新的思路和參考,能對(duì)當(dāng)今及未來處理鄰邦間的相互關(guān)系,特別是處理敏感而復(fù)雜的國界問題提供有益的借鑒。
[Abstract]:The so-called boundary problem refers to the direction, territorial ownership and disputes arising from the border between the territories of the two neighboring countries. Since the emergence of the nation-state system in 1648, the border issue has become an extremely sensitive issue in international relations, and the process of establishing the border has almost always been accompanied by controversy, even leading to large-scale and continuous wars or threats of war. The 4300-kilometer-long Sino-Russian border makes China and Russia the longest neighboring land border. The border between China and Russia has been formed for more than 300 years, and the boundary between the two countries has changed greatly and the complexity of the background has made the border issue an extremely sensitive issue in the relations between the two countries, as well as an important part of the relations between the two countries. On October 14, 2008, China and Russia held a ceremony to unveil a boundary pillar in the eastern section of Heixiazi Island. This marked the end of the Sino-Russian border issue, which is not only of great significance to the development of relations between the two countries. It has laid a good foundation for the further development of bilateral relations and has a positive significance for promoting peace and stability in the Asia-Pacific region. Looking back on the course of border negotiations between the two countries, with the international situation and the ups and downs of relations between the two countries, the Sino-Russian border negotiations have experienced the tortuous ups and downs of "the mountains, the waters, the doubts, the willows, the flowers, and another village." The final settlement of the boundary problem is an achievement in which the two countries, on the basis of respecting history, paying attention to reality, taking international law and international practice as the basis, through political negotiations, in the spirit of mutual understanding and mutual accommodation, each other, wait for an opportunity to resolve each other step by step. Through the analysis of the origin, negotiation course and solution ideas of the border issue between China and Russia, this paper hopes to summarize the concrete mode of solving the border dispute between the two countries. The achievements and experiences of border demarcation between China and Russia can provide a new way of thinking and reference for the settlement of territorial disputes between states, and can provide useful reference for dealing with the mutual relations between neighboring countries today and in the future, especially the sensitive and complex border problems.
