【摘要】：從20世紀(jì)80年代以來,緬甸的內(nèi)部沖突仍然此起彼伏,克欽與果敢等地區(qū)持續(xù)爆發(fā)的政府軍與地方民族武裝沖突造成了大規(guī)模的危機(jī)遷徙。緬北沖突不但威脅著中國邊境秩序和人員的生命安全,危機(jī)產(chǎn)生的遷徙也對中國邊境產(chǎn)生了巨大負(fù)面影響。文章從中緬邊境危機(jī)遷徙觸發(fā)跨境治理難題、國家間邊界的制度屬性來剖析跨境危機(jī)遷徙,研究其是如何透過中國亟待完善的出入境制度與庇護(hù)制度,傳導(dǎo)到中國,給云南中緬邊境地區(qū)的治理帶來困難,甚至給中緬關(guān)系、中國周邊外交的實(shí)施,以及國家形象帶來負(fù)面影響的。
[Abstract]:Since the 1980s, internal conflicts in Myanmar have continued to rise and fall, with the continued outbreak of government and local armed conflicts in areas such as Kachin and Kokang leading to large-scale crisis migrations. The conflict in northern Myanmar not only threatens the order of Chinese border and the safety of personnel, but also has a great negative impact on the border of China. This paper analyzes the cross-border crisis migration from the problems of cross-border governance triggered by the crisis migration between China and Myanmar, analyzes the institutional attributes of the inter-state border, and studies how it is transmitted to China through the immigration and asylum system, which is in urgent need of perfection in China. It has brought difficulties to the administration of the border areas between China and Myanmar in Yunnan, and even brought negative effects to the relations between China and Myanmar, the implementation of China's peripheral diplomacy, and the image of the country.
