【摘要】： 自從海約翰照會(huì)發(fā)布后,“門(mén)戶(hù)開(kāi)放”政策成為美國(guó)在遠(yuǎn)東與列強(qiáng)爭(zhēng)奪的重要工具。雖然美國(guó)曾從自身利益出發(fā),與日本有過(guò)妥協(xié),但是美國(guó)在華始終堅(jiān)持“門(mén)戶(hù)開(kāi)放”原則。在1922年的華盛頓會(huì)議上,美國(guó)通過(guò)《九國(guó)公約》將“門(mén)戶(hù)開(kāi)放”原則確立為20年代美國(guó)對(duì)華政策的核心思想。正是在這一原則指導(dǎo)下,美國(guó)分別對(duì)中國(guó)的北洋政府與南方政府采取了不同的態(tài)度。隨著中國(guó)局勢(shì)的變化,美國(guó)對(duì)華政策由支持到逐漸疏遠(yuǎn)北洋政府;從不理會(huì)到逐漸傾向南京政府,發(fā)生了一個(gè)重大的轉(zhuǎn)變。美國(guó)之所以會(huì)轉(zhuǎn)變態(tài)度,其原因有兩點(diǎn):一是為了順應(yīng)中國(guó)人民要求革命的發(fā)展潮流,二是符合美國(guó)在華利益的需要。美國(guó)對(duì)華政策的轉(zhuǎn)變產(chǎn)生了廣泛而深遠(yuǎn)的影響,不僅有利于中國(guó)大革命的發(fā)展和南京政權(quán)的鞏固,加強(qiáng)了中美兩國(guó)間的關(guān)系;還擴(kuò)大了美國(guó)在華的權(quán)益,取得對(duì)華貿(mào)易優(yōu)勢(shì)地位;而且有力地約束了日本在華的軍事擴(kuò)張,維持了華盛頓體系下遠(yuǎn)東均勢(shì)的格局。
[Abstract]:The "open door" policy has become an important tool for the United States to compete with the powers in the Far East. Although the United States has had a compromise with Japan from its own interests, the United States has always adhered to the "open door" principle in China. At the Washington Conference in 1922, the United States opened the door to the "portal" through the nine convention. Under the guidance of this principle, the United States has taken a different attitude towards the North Chinese government and the southern government of China. With the change of the situation in China, the US policy towards China is supported by the gradual alienation of the north ocean government, and the gradual inclination to the government of Nanjing has taken place. A major shift. The reason why the United States will change its attitude has two reasons: first, in order to conform to the Chinese people's demand for the development of the revolution, the two is in line with the needs of the American interests in China. The change of the US policy towards China has had a broad and far-reaching impact, not only conducive to the development of the Chinese revolution and the consolidation of the Nanjing regime, but also to the consolidation of the Chinese regime. It strengthened the relations between China and the United States, expanded the rights and interests of the United States in China and gained the advantage of trade with China; it also strongly restrained the military expansion of Japan in China and maintained the pattern of the Far East balance under the Washington system.
