【摘要】： 自從海約翰照會發(fā)布后,“門戶開放”政策成為美國在遠東與列強爭奪的重要工具。雖然美國曾從自身利益出發(fā),與日本有過妥協(xié),但是美國在華始終堅持“門戶開放”原則。在1922年的華盛頓會議上,美國通過《九國公約》將“門戶開放”原則確立為20年代美國對華政策的核心思想。正是在這一原則指導下,美國分別對中國的北洋政府與南方政府采取了不同的態(tài)度。隨著中國局勢的變化,美國對華政策由支持到逐漸疏遠北洋政府;從不理會到逐漸傾向南京政府,發(fā)生了一個重大的轉變。美國之所以會轉變態(tài)度,其原因有兩點:一是為了順應中國人民要求革命的發(fā)展潮流,二是符合美國在華利益的需要。美國對華政策的轉變產生了廣泛而深遠的影響,不僅有利于中國大革命的發(fā)展和南京政權的鞏固,加強了中美兩國間的關系;還擴大了美國在華的權益,取得對華貿易優(yōu)勢地位;而且有力地約束了日本在華的軍事擴張,維持了華盛頓體系下遠東均勢的格局。
[Abstract]:The "open door" policy has become an important tool for the United States to compete with the powers in the Far East. Although the United States has had a compromise with Japan from its own interests, the United States has always adhered to the "open door" principle in China. At the Washington Conference in 1922, the United States opened the door to the "portal" through the nine convention. Under the guidance of this principle, the United States has taken a different attitude towards the North Chinese government and the southern government of China. With the change of the situation in China, the US policy towards China is supported by the gradual alienation of the north ocean government, and the gradual inclination to the government of Nanjing has taken place. A major shift. The reason why the United States will change its attitude has two reasons: first, in order to conform to the Chinese people's demand for the development of the revolution, the two is in line with the needs of the American interests in China. The change of the US policy towards China has had a broad and far-reaching impact, not only conducive to the development of the Chinese revolution and the consolidation of the Nanjing regime, but also to the consolidation of the Chinese regime. It strengthened the relations between China and the United States, expanded the rights and interests of the United States in China and gained the advantage of trade with China; it also strongly restrained the military expansion of Japan in China and maintained the pattern of the Far East balance under the Washington system.
