[Abstract]:British Prime Minister Benjamin Disraelier, in his 1847 novel "Tancredi", advised Queen Victoria to move to India: "the Queen should assemble a strong fleet and set out with all her royalty and elite. Move the empire from London to Delhi. " Carl Schmitt, a German constitutional scientist, commented: "he had a hunch that the island of England was no longer part of Europe. Its fate does not have to be associated with Europe. It could set out to change its position as the capital of an oceanic world empire. The ship can anchor here and break down at another place. This is a huge one.
