【摘要】：在全球化、公民社會(huì)、信息化深入發(fā)展的背景下,中國(guó)不斷融入世界生活,開展國(guó)際對(duì)話,參與國(guó)際合作,實(shí)現(xiàn)自我發(fā)展目標(biāo)。在這一過程中,需要通過公共外交這一有效的手段讓世界更好的理解中國(guó)。 由于中國(guó)公共外交起步較晚,相應(yīng)的理論研究也處于探索階段。本文以范式研究的思路,從歷史淵源出發(fā),站在全球化的背景下探討中國(guó)公共外交,力求厘清公共外交的特征、運(yùn)行方式、面臨的挑戰(zhàn)和機(jī)遇,通過對(duì)公共外交范式的提煉,為中國(guó)公共外交理論的添磚加瓦。 作為一篇公共管理碩士論文,作者以開拓性的思維,從公共性的角度觀察中國(guó)公共外交,在以下幾個(gè)方面提出了比較新穎的觀點(diǎn)：(1)解析了公共外交的公共性,探討公共外交活動(dòng)所提供的公共產(chǎn)品；(2)探討了公共外交的核心價(jià)值——合法性；(3)對(duì)公共外交政策的發(fā)展趨勢(shì)進(jìn)行了初步探析：強(qiáng)政治化與去官方化的統(tǒng)一。 本文按照兩條主要線索進(jìn)行寫作,一為空間線索：從全球公共外交到中國(guó)公共外交；二為時(shí)間線索：從傳統(tǒng)外交范式的衰落到新型外交范式興起,并由此解析中國(guó)公共外交政策演變的動(dòng)力,推導(dǎo)出中國(guó)公共外交政策的發(fā)展方向。全文共6大部分,可歸列為三大邏輯板塊：第一部分導(dǎo)論和第二部分國(guó)際公共外交的興起是本文的理論框架基礎(chǔ),為下文對(duì)中國(guó)公共外交的具體分析提供理論工具。第三、四、五部分是基于前文提出的技術(shù)依據(jù)和標(biāo)準(zhǔn),具體地對(duì)中國(guó)公共外交及其政策進(jìn)行剖析,涉及中國(guó)公共外交的興起、具體內(nèi)容、演變動(dòng)力及發(fā)展趨勢(shì)。最后,文章得出結(jié)論,完成對(duì)本文核心假設(shè)的驗(yàn)證,提煉出中國(guó)的公共外交政策范式。 誠(chéng)然,對(duì)于一篇碩士論文來說,描繪中國(guó)模式下的公共外交政策體系的任務(wù)過于龐重,亦是難以實(shí)現(xiàn)的,偏頗之處在所難免,請(qǐng)不吝賜教。
[Abstract]:Under the background of globalization, civil society and information development, China has continuously integrated into the world life, launched international dialogue, participated in international cooperation, and realized the goal of self-development. In the process, public diplomacy is an effective means for the world to better understand China. Due to the late start of China's public diplomacy, the corresponding theoretical research is also in the exploratory stage. Based on the thought of paradigm research and the historical origin, this paper discusses Chinese public diplomacy under the background of globalization, and tries to clarify the characteristics, operation mode, challenges and opportunities of public diplomacy, through refining the paradigm of public diplomacy. To contribute to the theory of Chinese public diplomacy. As a master's thesis in public administration, the author observes China's public diplomacy from the perspective of publicity through pioneering thinking, and puts forward a relatively new point of view on public diplomacy in the following aspects: (1) analyzes the publicity of public diplomacy. This paper probes into the core value of public diplomacy, the legitimacy of which is the core value of public diplomacy, and makes a preliminary analysis of the development trend of public foreign policy: the unity of strong politicization and denaturalization. This paper is written according to two main clues, one is the space clue: from the global public diplomacy to the Chinese public diplomacy; the other is the time clue: from the decline of the traditional diplomatic paradigm to the rise of the new diplomatic paradigm. The development direction of China's public foreign policy is deduced by analyzing the motive force of the evolution of China's public foreign policy. The thesis consists of six parts, which can be classified into three major logical blocks: the first part is the introduction and the second part the rise of international public diplomacy is the theoretical framework of this paper, which provides a theoretical tool for the following specific analysis of China's public diplomacy. The third, fourth and fifth parts are based on the technical basis and standards put forward above, and analyze China's public diplomacy and its policies in detail, involving the rise, specific content, evolution motive force and development trend of China's public diplomacy. Finally, the paper concludes that the core hypothesis of this paper is verified and the paradigm of China's public foreign policy is refined. To be sure, for a master's thesis, the task of portraying a public foreign policy system in the Chinese model is too heavy and difficult to achieve, and bias is inevitable.
