【摘要】:鑒于日本外交決策過(guò)程對(duì)日本外交政策本身產(chǎn)生的重大影響和冷戰(zhàn)后在日本外交決策過(guò)程中出現(xiàn)的新變化的重要意義,對(duì)冷戰(zhàn)后日本外交決策過(guò)程進(jìn)行系統(tǒng)、細(xì)致的研究是非常必要的。本論文以冷戰(zhàn)后至今的日本外交決策過(guò)程為主要研究對(duì)象,通過(guò)冷戰(zhàn)后日本外交決策過(guò)程的模式化與其案例分析,闡明冷戰(zhàn)后日本外交決策過(guò)程中出現(xiàn)的變化,趨勢(shì)及其原因。 本文共分為三大部分:緒論、正文(共五章)和結(jié)論。 在緒論部分,筆者主要是界定研究對(duì)象,闡述研究意義,評(píng)估研究現(xiàn)狀,提出研究思路,交代理論工具和研究方法,以及介紹本文的主要?jiǎng)?chuàng)新點(diǎn)和重難點(diǎn)。 第一章是本文的理論探討。筆者先對(duì)研究日本外交決策過(guò)程所需要的概念和術(shù)語(yǔ)進(jìn)行定義;然后,對(duì)國(guó)際關(guān)系理論中關(guān)于外交決策的論述做出概括,并指出論述的主要成就和不足;接著探討適合研究冷戰(zhàn)后日本外交決策過(guò)程的理論框架,提出本課題建立三種模式來(lái)進(jìn)行研究;最后闡述模式的基本形象、相關(guān)變量及重要概念。 第二章至第四章詳細(xì)論述了三種決策模式的理論概念及其案例分析。 在第二章中筆者詳細(xì)陳述了“官僚先例決策模式”的理論概念及其歷史淵源,并進(jìn)行其具體的案例分析。本章試圖闡明官僚在日本外交決策過(guò)程中占中心位置,依照先例進(jìn)行的決策過(guò)程。此章案例分析包括對(duì)海灣戰(zhàn)爭(zhēng)的經(jīng)濟(jì)援助、中國(guó)與印度的核試驗(yàn)問(wèn)題。 在第三章中,,筆者詳細(xì)陳述了“政治收攏決策模式”的理論概念及其歷史淵源,并進(jìn)行其具體的案例分析。本章試圖闡明多個(gè)行為體的不同意見(jiàn),通過(guò)政治過(guò)程收攏到平衡點(diǎn)的外交決策過(guò)程。此章案例分析包括聯(lián)合國(guó)和平協(xié)力法案與PKO法案、發(fā)動(dòng)暫時(shí)進(jìn)口限制措施的決策過(guò)程。 在第四章中,詳細(xì)陳述了“首相官邸支配模式”的理論概念及其歷史淵源,并進(jìn)行其具體的案例分析。本章試圖闡明首相官邸有效控制決策過(guò)程,基本按照首相官邸的意向進(jìn)行的決策過(guò)程。此章案例包括反恐特措法、伊拉克特措法的決策過(guò)程。 在第五章中,筆者討論各個(gè)模式之間的相互關(guān)系。首先探討了什么時(shí)候、什么條件下會(huì)出現(xiàn)各個(gè)模式,其次討論了可能出現(xiàn)的混合模式、子類(lèi)模式,最后闡述了三種模式的歷史變遷及其原因。 第三部分是結(jié)論部分,首先將各種模式的優(yōu)點(diǎn)和缺點(diǎn)進(jìn)行討論,并對(duì)冷戰(zhàn)后日本外交決策過(guò)程的變化趨勢(shì)闡述一引起筆者的意見(jiàn),其次提出一些政策啟示,最后指出本課題后續(xù)研究的方向與意義。
[Abstract]:In view of the great influence of the Japanese diplomatic decision-making process on Japan's foreign policy itself and the significance of the new changes that have taken place in Japan's diplomatic decision-making process after the Cold War, the Japanese diplomatic decision-making process after the Cold War has been systematized. Careful study is very necessary. This paper takes Japan's diplomatic decision-making process after the Cold War as the main research object, through the model of Japan's diplomatic decision-making process after the Cold War and its case analysis, explains the changes, trends and reasons in the process of Japanese diplomatic decision-making after the Cold War. This paper is divided into three parts: introduction, text (five chapters) and conclusion. In the introduction part, the author mainly defines the research object, expounds the significance of the research, evaluates the present research situation, puts forward the research ideas, explains the theoretical tools and research methods, and introduces the main innovations and difficulties of this paper. The first chapter is the theoretical discussion of this paper. First, the author defines the concepts and terms needed to study the process of Japanese diplomatic decision-making, then generalizes the exposition of diplomatic decision-making in the theory of international relations, and points out the main achievements and shortcomings of the discussion. Then it discusses the theoretical framework suitable for the study of Japanese diplomatic decision-making process after the Cold War, and puts forward three models for the study. Finally, it expounds the basic image, relevant variables and important concepts of the model. Chapter two to chapter four discuss the theoretical concept and case analysis of three decision models. In the second chapter, the author makes a detailed description of the theory and historical origin of the "bureaucratic precedent decision model", and makes a case study of it. This chapter attempts to clarify the central role of bureaucrats in Japan's diplomatic decision-making process. Case studies include economic aid to the Gulf War, nuclear tests by China and India. In the third chapter, the author makes a detailed description of the theoretical concept and historical origin of "the pattern of political cohesion and decision making", and makes a case study of it. This chapter attempts to clarify the different views of multiple actors, through the political process to balance the diplomatic decision-making process. Case studies in this chapter include the UN Peace Cooperation Act and the PKO Act, and the decision-making process to initiate temporary import restrictions. In the fourth chapter, the theoretical concept and historical origin of the "Prime Minister's residence domination pattern" are described in detail, and its specific case study is carried out. This chapter attempts to clarify the effective control of the Prime Minister's residence decision-making process, basically according to the intention of the Prime Minister's residence decision-making process. Examples in this chapter include the anti-terrorist approach and the Iraqi Tesco decision-making process. In the fifth chapter, the author discusses the relationship between different models. This paper first discusses when and under what conditions each pattern will appear, then discusses the possible mixed mode, subclass pattern, and finally expounds the historical changes of the three models and their causes. The third part is the conclusion part. Firstly, the advantages and disadvantages of various models are discussed, and the change trend of Japan's diplomatic decision-making process after the Cold War is expounded, which causes the author's opinion, and then puts forward some policy implications. Finally, the paper points out the direction and significance of the following research.
