【摘要】：由于地緣關(guān)系,中亞地區(qū)已成為深刻影響中俄關(guān)系的一個(gè)關(guān)鍵區(qū)域,中俄在中亞地區(qū)合作成效事關(guān)中俄關(guān)系長(zhǎng)期發(fā)展。作為中亞地區(qū)活動(dòng)的兩個(gè)重要參與者,中俄在中亞地區(qū)雖然各有不同利益訴求,但也存在諸多共同利益。然而,在利益判斷方面,各方一定程度上會(huì)受到國(guó)內(nèi)政治經(jīng)濟(jì)發(fā)展變化以及對(duì)國(guó)際環(huán)境、自身實(shí)力、科技水平及主觀認(rèn)識(shí)水平的影響,如果把握不當(dāng),則有可能出現(xiàn)對(duì)國(guó)家利益誤判,導(dǎo)致對(duì)外政策重大失誤。本文試圖通過對(duì)中俄在中亞地區(qū)利益分析,辨明中俄在中亞地區(qū)各自的主要利益、利益差異以及共同利益等問題,從而為中俄關(guān)系中長(zhǎng)期發(fā)展提供有力支持。 從結(jié)構(gòu)來看,本文主體部分包括導(dǎo)論、正文四章和結(jié)語,共六部分。 導(dǎo)論部分首先介紹了本文選題緣由及其研究意義。其次,對(duì)本文國(guó)內(nèi)外研究現(xiàn)狀做了簡(jiǎn)單介紹。第三,對(duì)本文基本框架及研究方法做了扼要說明。 第二部分主要分析中國(guó)在中亞地區(qū)的利益。分析認(rèn)為,中國(guó)在中亞地區(qū)利益主要包括打擊“東突”恐怖勢(shì)力、維護(hù)能源安全和維護(hù)軍事安全的利益。中國(guó)在中亞地區(qū)反恐利益主要是聯(lián)合中亞國(guó)家共同打擊“東突”恐怖勢(shì)力,維護(hù)邊境地區(qū)安全與穩(wěn)定。中國(guó)在中亞地區(qū)能源利益主要體現(xiàn)為：創(chuàng)設(shè)中亞能源運(yùn)輸新通道,緩解中國(guó)能源安全隱患。中國(guó)在中亞地區(qū)軍事安全利益主要體現(xiàn)為與中亞國(guó)家建立和平友好軍事關(guān)系,實(shí)現(xiàn)中國(guó)西北邊疆的軍事安全。以上是中國(guó)在中亞地區(qū)的主要利益。除此之外,中國(guó)在中亞地區(qū)還有諸如公路、鐵路等基礎(chǔ)設(shè)施互聯(lián)互通以方便人民之間往來,文化教育交流以加深人民之間的友好感情等其他方面的利益。中國(guó)在中亞的利益與中亞各國(guó)利益是一致的。 第三部分主要分析俄羅斯在中亞地區(qū)的利益。本文認(rèn)為,俄羅斯在中亞地區(qū)利益主要包括打擊與車臣恐怖主義有關(guān)勢(shì)力、確保俄羅斯在中亞的能源戰(zhàn)略利益及能源主導(dǎo)地位和軍事安全利益。主要體現(xiàn)為：聯(lián)合中亞國(guó)家共同打擊地區(qū)恐怖主義,遏制恐怖主義擴(kuò)散與威脅；掌控中亞能源外運(yùn)通道以及鞏固在中亞地區(qū)的能源主導(dǎo)地位；確保中亞作為俄羅斯安全屏障和維護(hù)俄羅斯主導(dǎo)的獨(dú)聯(lián)體集體安全體系能夠有效運(yùn)轉(zhuǎn)。 第四部分主要分析中俄在中亞地區(qū)的共同利益。分析認(rèn)為,中俄在中亞地區(qū)共同利益主要包括反恐共同利益、能源共同利益和軍事安全共同利益。這主要體現(xiàn)為：遏制和鏟除中亞地區(qū)恐怖主義勢(shì)力,維護(hù)中俄兩國(guó)經(jīng)濟(jì)社會(huì)安全與穩(wěn)定；興建多條俄羅斯—中亞—中國(guó)最終輸往日韓等國(guó)的能源管道,實(shí)現(xiàn)雙方能源利益及能源戰(zhàn)略利益；破解雙方在中亞地區(qū)面臨外來軍事威脅等。 第五部分主要分析中俄在中亞共同利益的實(shí)現(xiàn)機(jī)制。通過對(duì)中俄在中亞共同利益相關(guān)問題分析以及對(duì)有關(guān)國(guó)際機(jī)制理論研究,本文認(rèn)為,實(shí)現(xiàn)中俄在中亞共同利益的理論基礎(chǔ)是國(guó)際機(jī)制論和兩國(guó)趨同的新國(guó)家安全觀,其現(xiàn)實(shí)基礎(chǔ)是中國(guó)與俄羅斯和中亞“五國(guó)兩方”邊界問題的解決以及實(shí)現(xiàn)邊界軍事互信與裁軍。當(dāng)前,上海合作組織組織是中俄在中亞共同利益的主要實(shí)現(xiàn)機(jī)制。 最后一部分指出,中俄在中亞地區(qū)不僅有各自的利益,而且有諸多共同利益,上海合作組織是實(shí)現(xiàn)中俄在中亞共同利益的主要機(jī)制。
[Abstract]:As a result of geo relations, Central Asia has become a key region that profoundly affects Sino Russian relations. The effectiveness of China Russia cooperation in Central Asia is a long-term development of Sino Russian relations. As two important participants in Central Asia, China and Russia have various interests in different interests in Central Asia, but there are many common interests. However, they are in interest. To a certain extent, the parties will be partly affected by the changes in the domestic political and economic development and the international environment, its own strength, the level of science and technology and the subjective level of understanding. If it is not properly grasped, it may appear to misjudge the interests of the state and lead to major mistakes in foreign policy. This article tries to identify the interests of China and Russia in Central Asia. The major interests, differences of interests and common interests of China and Russia in the Central Asian region provide strong support for the long-term development of Sino Russian relations.
From the structure point of view, the main body of this article includes introduction, four chapters and epilogue, six parts.
The introduction first introduces the origin of this topic and its significance. Secondly, it gives a brief introduction to the present research situation at home and abroad. Third, the basic framework and research methods of this article are briefly explained.
The second part mainly analyzes the interests of China in Central Asia. It is believed that the interests of China in Central Asia mainly include the interests of combating the "East Turkistan" terrorist forces, maintaining energy security and maintaining military security. The main interests of China's anti terrorist activities in Central Asia are to unite with Central Asian countries to fight the "East Turkistan" terrorist forces and maintain the border areas. China's energy interests in Central Asia are mainly embodied in the creation of new channels of energy transport in Central Asia to alleviate the hidden dangers of China's energy security. China's military security interests in Central Asia mainly reflect the establishment of peaceful and friendly military relations with Central Asian countries and the realization of military security in the West north frontier of China. The above is China in Central Asia. In addition, China's interests in Central Asia are in line with the interests of Central Asian countries in Central Asia.
The third part mainly analyzes the interests of Russia in Central Asia. This article holds that Russia's interests in Central Asia mainly include the fight against Chechen terrorism, and the energy strategic interests and energy dominance and military security interests of Russia in Central Asia. The main body is to unite the Central Asian countries to combat regional terrorism. Terrorism, the suppression of the proliferation and threat of terrorism, control of the energy transport channel in Central Asia and the consolidation of energy dominance in Central Asia, and the effective operation of Central Asia as a Russian security barrier and the maintenance of the Russian dominated CIS collective security system.
The fourth part mainly analyzes the common interests of China and Russia in Central Asia. The analysis holds that the common interests of China and Russia in Central Asia mainly include the common interests of counter-terrorism, the common interests of energy and the common interests of military security. This is mainly reflected in the prevention and eradication of the terrorist forces in Central Asia and the maintenance of the economic and social security and stability between China and Russia. The construction of a number of Russia - Central Asia - China's final energy pipeline to Japan and South Korea, to achieve the interests of the two sides and the strategic interests of energy, and to solve the external military threats in Central Asia.
The fifth part mainly analyzes the realization mechanism of the common interests of China and Russia in Central Asia. Through the analysis of the problems related to the common interests of China and Russia in Central Asia and the theoretical study of the relevant international mechanisms, the theoretical basis for realizing the common interests of China and Russia in Central Asia is the international mechanism theory and the new national security concept of convergence between the two countries. The settlement of the boundary between the two parties of the five countries, Russia and Central Asia, and the realization of the border military mutual trust and disarmament. At present, the organization of the Shanghai cooperation organization is the main realization mechanism of the common interests of China and Russia in Central Asia.
The last part points out that China and Russia not only have their own interests in Central Asia, but also have many common interests, and the Shanghai cooperation organization is the main mechanism to realize the common interests of China and Russia in Central Asia.
