【摘要】：21世紀(jì)"海上絲綢之路"倡議是中國順應(yīng)時(shí)代發(fā)展潮流、開創(chuàng)改革開放新格局、踐行和平發(fā)展道路的頂層戰(zhàn)略設(shè)計(jì),旨在加深中國與"海上絲路"沿線國家的合作力度與廣度,增加雙方的利益匯合點(diǎn),形成利益共同體與命運(yùn)共同體。印度在21世紀(jì)"海上絲綢之路"倡議中占據(jù)著至為重要的地位,其戰(zhàn)略認(rèn)知與政策立場直接關(guān)系到21世紀(jì)"海上絲綢之路"的建設(shè)進(jìn)程。目前看,印度對(duì)于中國21世紀(jì)"海上絲綢之路"倡議的戰(zhàn)略意圖、內(nèi)容與前景以及對(duì)印影響等均存在疑慮。這種戰(zhàn)略疑慮是由其傳統(tǒng)地緣政治思維方式及對(duì)華戰(zhàn)略不信任導(dǎo)致的。對(duì)此,中國應(yīng)積極向印度展現(xiàn)合作共贏的誠意,充分體現(xiàn)21世紀(jì)"海上絲綢之路"倡議的合作性、共贏性;全面充實(shí)21世紀(jì)"海上絲綢之路"倡議的實(shí)質(zhì)內(nèi)容,使其更具可操作性和透明度;善于利用現(xiàn)有的區(qū)域合作機(jī)制,保持多元性、開放性。
[Abstract]:The "Maritime Silk Road" initiative in the 21st century is the top-level strategic design for China to conform to the trend of development of the times, to create a new pattern of reform and opening up, and to practice the road of peaceful development, with the aim of deepening the cooperation between China and countries along the "Maritime Silk Road". Increase the convergence of the interests of both sides, forming a community of interests and destiny community. India occupies a very important position in the "Maritime Silk Road" initiative in the 21st century. Its strategic cognition and policy stand are directly related to the construction process of the "Maritime Silk Road" in the 21st century. At present, India has doubts about the strategic intention, content and prospect of China's "Maritime Silk Road" initiative in the 21st century, as well as its influence on India. This strategic doubt is caused by its traditional geopolitical thinking and strategic distrust of China. In this regard, China should actively demonstrate to India the sincerity of cooperation and win-win cooperation, fully reflect the cooperative and win-win nature of the "Maritime Silk Road" initiative in the 21st century, and comprehensively enrich the substantive content of the "Maritime Silk Road" initiative in the 21st century. To make it more operational and transparent; to make good use of existing regional cooperation mechanisms, to maintain diversity and openness.
