【摘要】：冷戰(zhàn)結(jié)束后，國際政治格局進入了一個急劇變動的新時期。關(guān)于當今國際政治格局的變化趨勢，學(xué)界存在著各種各樣的看法，目前仍舊未形成較為明確的共識。但無論對國際政治演變作出何種判斷與預(yù)測，俄羅斯都是一個至關(guān)重要的因素。當代俄羅斯雖然衰落了，但無論在地理幅員，還是在軍事力量、經(jīng)濟科技潛力及國際政治影響力方面，它仍然是世界上最重要的國家之一，許多國際問題的解決仍舊離不開它的參與。俄羅斯對國際體系的影響既取決于其實力，更取決于其對外戰(zhàn)略的性質(zhì)。它是傾向于擴張和挑戰(zhàn)國際體系，還是試圖維持現(xiàn)狀，都會對國際政治格局的走向產(chǎn)生至關(guān)重要的影響。因此，對俄羅斯的對外戰(zhàn)略進行研究是我們準確把握國際政治格局及其未來走向的需要。俄羅斯作為一個歷史悠久的大國，，不僅以其軍事力量和對國際事務(wù)的參與影響世 界，而且在其發(fā)展過程中，它還向世界展現(xiàn)了一種獨特的社會發(fā)展道路與模式。這與俄羅斯獨特的“世界觀”有關(guān)，它習(xí)慣于把外部世界看作是危機四伏的，習(xí)慣于把自己看作國際體系的改造者、拯救者，而不是其中的一份子。在這種取向下，對外擴張、按照自己的意圖改造世界就成了它追求的主要目標。所以本文研究的問題是何種動因?qū)е铝硕砹_斯對外戰(zhàn)略的變化，以及這種變化所帶來的影響。本文運用了理論探討與實證分析相結(jié)合的研究方法，探討的俄羅斯對外戰(zhàn)略的動 因，主要是國際環(huán)境因素與國內(nèi)因素兩部分。本文從冷戰(zhàn)結(jié)束后的俄羅斯對外戰(zhàn)略直至普—梅組合的對外戰(zhàn)略差異變化，闡述了俄羅斯國家的自我定位與對外戰(zhàn)略的緊密聯(lián)系并對俄未來的對外戰(zhàn)略進行了展望。通過對俄羅斯國家實力自我定位與對外戰(zhàn)略選擇之間變量關(guān)系的論證，從理論上和實證上證明俄羅斯必將復(fù)興。
[Abstract]:After the end of the cold war, the international political pattern entered a new period of sharp change. There are various views on the changing trend of international political pattern, but there is still no clear consensus. But whatever judgment and prediction of international political evolution, Russia is a crucial factor. Although contemporary Russia has declined, it is still one of the most important countries in the world in terms of its geographical size, its military power, its economic and technological potential, and its international political influence. Many international problems still cannot be solved without its participation. Russia's influence on the international system depends both on its strength and on the nature of its foreign strategy. Whether it tends to expand and challenge the international system, or try to maintain the status quo, will have a crucial impact on the direction of the international political landscape. Therefore, it is necessary for us to accurately grasp the international political pattern and its future trend. As a great country with a long history, Russia not only influences the world with its military power and participation in international affairs In the process of its development, it also shows the world a unique way and mode of social development. This has something to do with Russia's unique "worldview", which tends to view the outside world as dangerous, and as a reformer, savior, rather than a part of the international system. In this direction, external expansion, according to their own intentions to transform the world has become its main goal. So the question that this paper studies is what kind of motive causes the change of Russia's foreign strategy, and the influence that this kind of change brings. This paper uses the research method of combining theoretical discussion with empirical analysis to discuss the Russian foreign strategic movement. Because, mainly is the international environment factor and the domestic factor two parts. From the end of the Cold War to the change of Russia's foreign strategy from the end of the Cold War to the combination of Push-Mei, this paper expounds the close relationship between Russia's self-orientation and its foreign strategy, and looks forward to Russia's future foreign strategy. Through the argument of the variable relation between the self-positioning of Russian national strength and the foreign strategic choice, it is proved theoretically and empirically that Russia will be revived.
