【摘要】：近年來(lái),國(guó)際關(guān)系研究出現(xiàn)了實(shí)踐轉(zhuǎn)向并對(duì)國(guó)際制度理論產(chǎn)生了重要影響。國(guó)際實(shí)踐蘊(yùn)含著國(guó)際制度與國(guó)際規(guī)則,集體共識(shí)是國(guó)際制度與國(guó)際實(shí)踐的共同要求。國(guó)際實(shí)踐還拓展了制度理論所忽視的一個(gè)重要領(lǐng)域,即獨(dú)立于國(guó)際制度與國(guó)家行為的國(guó)際實(shí)踐空間與進(jìn)程。當(dāng)前,國(guó)際實(shí)踐在制度研究中仍處于相對(duì)邊緣的位置。為此,文章把實(shí)踐理念納入國(guó)際制度的研究范疇,提出了"制度實(shí)踐"的新實(shí)踐類型。制度實(shí)踐突破了制度客觀論的束縛,增強(qiáng)了制度理論的解釋能力,深化了范式間的多元對(duì)話,推動(dòng)了全球治理的深刻轉(zhuǎn)型。文章還對(duì)制度實(shí)踐與參與實(shí)踐進(jìn)行了比較分析。當(dāng)前,中國(guó)的東亞區(qū)域治理實(shí)踐進(jìn)程已經(jīng)超越了單純的參與實(shí)踐,正以制度組織作為依托平臺(tái),以轉(zhuǎn)移型制度實(shí)踐作為調(diào)整方向,通過(guò)制度重建和新建制度,開展積極主動(dòng)和全方位的制度實(shí)踐。在中國(guó)參與東亞區(qū)域治理制度的進(jìn)程中,制度實(shí)踐為落實(shí)共商共建共享、構(gòu)建中國(guó)特色的全球治理理論提供了重要的知識(shí)來(lái)源。
[Abstract]:In recent years, the study of international relations has turned to practice and exerted an important influence on the theory of international system. International practice contains international system and international rules, collective consensus is the common requirement of international system and international practice. International practice has also expanded an important field neglected by institutional theory, namely, the space and process of international practice independent of international institutions and acts of states. At present, international practice is still in the relative marginal position in the system research. Therefore, the article brings the practice idea into the research category of international system, and puts forward the new practice type of "system practice". Institutional practice breaks through the bondage of institutional objectivity, strengthens the interpretation ability of institutional theory, deepens the pluralistic dialogue among paradigms, and promotes the profound transformation of global governance. The article also carries on the comparative analysis to the system practice and the participation practice. At present, China's regional governance practice in East Asia has gone beyond the simple practice of participation. It is taking the institutional organization as the supporting platform and the transferring institutional practice as the adjustment direction, and through the system reconstruction and the establishment of the new system. Carry out active and all-round system practice. In the process of China's participation in the system of regional governance in East Asia, institutional practice provides an important source of knowledge for the implementation of the theory of global governance with Chinese characteristics.
