【摘要】：自1979年直選以來，歐洲議會成為歐盟民主的主要代表機構，并在歐盟立法和預算領域發(fā)揮著越來越重要的作用。本文試圖探討歐洲議會在歐洲對外政策一體化過程中所發(fā)揮的作用，時間上包括歐共體和歐洲聯(lián)盟兩個階段。分析依據(jù)是歐共體和歐盟重要條約以及歐洲議會的擴權歷史。 本文的基本觀點是，歐洲議會在歐盟對外政策中的作用是逐漸擴大的。首先，從自身構建上，歐洲議會完成了從成員國派遣到議員普選的進程，具備了參與對外決策的合法性。同時，根據(jù)發(fā)展需要，逐步設立了職司完善的委員會體系，為歐洲議會作用的發(fā)揮提供了能力保障。其次，從職能發(fā)展上，歐洲議會從弱小走向強大。在立法領域，從最初的咨詢程序發(fā)展至同意程序，乃至現(xiàn)在的共同決策程序，決策權力和領域不斷擴大，成為歐盟立法領域的“雙峰”之一。在預算領域，從70年代部分預算權的獲得為起點，不斷擴大權能，至今也成為歐盟絕大多數(shù)政策領域的預算決策者。再次，歐洲議會為自身發(fā)展設立了明確的目標，就是堅定支持一體化進程，以成員國議會權能為發(fā)展愿景，，積極尋求各種方式擴大自身影響。
[Abstract]:Since its direct election in 1979, the European Parliament has become the main representative body of EU democracy and has played an increasingly important role in EU legislation and budget. This paper attempts to discuss the role of the European Parliament in the process of European foreign policy integration, which includes two stages: the European Community and the European Union. The analysis is based on the important treaties between EC and EU and the history of the expansion of the European Parliament. The basic point of view is that the role of the European Parliament in EU foreign policy is gradually expanding. First, the European Parliament, on its own, has completed the process from member states to universal suffrage, and has the legitimacy to participate in foreign decision-making. At the same time, according to the development needs, the functional perfect commission system has been set up step by step, which provides the ability to play the role of the European Parliament. Second, from the function development, the European Parliament from weak to strong. In the field of legislation, from the initial consultation procedure to the consent procedure, and even to the common decision-making procedure, the power and field of decision-making have been expanded, and become one of the "double peaks" in the field of EU legislation. In the budget field, from the 70s to the acquisition of part of the budget rights as a starting point, constantly expand the power to become the EU's most policy areas of the budget decision makers. Thirdly, the European Parliament has set a clear goal for its own development, that is, to firmly support the integration process, to actively seek ways to expand its influence with the development vision of the parliaments of its member States.
