【摘要】：扶貧濟(jì)弱是中華民族的傳統(tǒng)美德,中國(guó)長(zhǎng)期從事對(duì)外援助工作,非洲國(guó)家贊比亞是中國(guó)的重要援助對(duì)象之一。本篇論文選取中國(guó)援贊為研究對(duì)象,一是因?yàn)橹袊?guó)援建的坦贊鐵路在國(guó)際上比較有名,使得贊比亞對(duì)于大多數(shù)人來講并不陌生,二是鑒于中國(guó)援贊工作中存在諸多問題,具有典型性質(zhì)。在尊重歷史和忠于事實(shí)的基礎(chǔ)上,反思和批判中國(guó)援贊工作對(duì)于改善中國(guó)援非工作,推動(dòng)中國(guó)在非洲戰(zhàn)略的實(shí)施意義重大。 本篇論文的寫作脈絡(luò)主要是：縱觀中國(guó)援贊的歷史沿革與當(dāng)前表現(xiàn),總結(jié)出中國(guó)援贊工作具有鮮明的時(shí)代特征,即早期的單一性特征與當(dāng)前的多元化趨勢(shì)；溯源中國(guó)在不同時(shí)期援贊的具體因由,即早期主要是為了增強(qiáng)中國(guó)的國(guó)際政治影響,新時(shí)期主要是為了爭(zhēng)取雙方互利共贏,接著展示中國(guó)援贊所取得的巨大成就,即在政治上中國(guó)獲得了良好的國(guó)際形象并擴(kuò)大了參與非洲事務(wù)的能力,在經(jīng)濟(jì)上獲得了巨大的海外收入；然后著重分析了中國(guó)援贊工作中存在的問題,一方面是各方有意無意地誤解中國(guó)援贊行為,另一方面是援贊工作本身也存在缺乏統(tǒng)籌規(guī)劃、經(jīng)營(yíng)粗糙、缺乏輿論宣傳等諸多問題；最后針對(duì)存在的各種問題提出改善中國(guó)援贊工作的建議,主要是在遵循科學(xué)原則的前提下實(shí)施因地制宜的援助措施。
[Abstract]:Helping the poor is a traditional virtue of the Chinese nation. China has been engaged in foreign aid for a long time, and Zambia is one of the important objects of assistance to China. In this paper, we choose China Aid and Zambia as the research object. One is that the Tan-Zan railway built by China is famous in the world, which makes Zambia no stranger to most people, and the other is that there are many problems in the work of China. It has a typical property. On the basis of respecting history and being faithful to the facts, it is of great significance to reflect and criticize the work of China's aid to Africa and to promote the implementation of China's strategy in Africa. The main writing context of this thesis is as follows: reviewing the historical evolution and current performance of China's aid aid agencies, summing up the distinctive characteristics of the times, that is, the unique characteristics of the early era and the current trend of diversification; To trace back to the specific causes of China's aid to Zambia in different periods, that is, in the early stage, mainly to enhance China's international political influence, and in the new era, mainly to strive for mutual benefit and win-win cooperation between the two sides, and then to demonstrate the great achievements made by China's aid and aid aid. That is, politically, China has gained a good international image, expanded its ability to participate in African affairs, and obtained huge overseas income economically. Then, it focuses on analyzing the problems existing in China's aid and advisory work. On the one hand, there are many problems, such as lack of overall planning, rough management, lack of publicity and so on. In the end, some suggestions are put forward to improve the work of China's aid to the aid and aid to the people's Republic of China, which is mainly based on the scientific principle of carrying out measures of assistance according to local conditions.
