【摘要】：東盟作為一個與歐盟和北美自由貿(mào)易區(qū)有著不同特色的區(qū)域性國際組織,其獨特的“東盟方式”決策模式與合作成效受到學(xué)者們的關(guān)注,有些學(xué)者認(rèn)為東盟是一個松散的地區(qū)性組織,首腦峰會和部長會議完全是清談場所,幾十年的區(qū)域合作成效甚微,完全無法與歐盟發(fā)展相提并論;有些學(xué)者則認(rèn)為東盟走過了近50年的發(fā)展歷程,其本身的存續(xù)就證明東盟發(fā)展道路合理性。近年來東盟在能源安全合作進(jìn)程中發(fā)揮積極作用,各成員國謀求協(xié)商一致商討能源安全事宜,體現(xiàn)了東盟區(qū)域能源安全合作的包容性、平等性和公平性。該論文以東盟區(qū)域能源安全合作進(jìn)程為研究對象,運用區(qū)域公共產(chǎn)品理論探討在缺乏霸權(quán)和硬機(jī)制運作背景下,東盟如何在區(qū)域成員國間開展合作,集體供應(yīng)區(qū)域公共產(chǎn)品,滿足各國對能源安全的需求,綜合構(gòu)建區(qū)域能源安全保障平臺。推動?xùn)|盟區(qū)域公共產(chǎn)品供給合作的動力在于全球能源儲量的日益枯竭和國內(nèi)經(jīng)濟(jì)發(fā)展對能源剛性需求之間的矛盾日益尖銳,單憑一國力量無法有效應(yīng)對能源安全困境,唯有通過區(qū)域資源整合,共同提供有效保障區(qū)域能源安全的公共產(chǎn)品,以集體力量應(yīng)對能源安全困境,才是謀求區(qū)域能源安全的路徑。東盟各國經(jīng)濟(jì)發(fā)展水平不一,能源資源稟賦各異,如何實現(xiàn)東盟區(qū)域公共產(chǎn)品的合作目標(biāo)與各成員國對能源安全的發(fā)展目標(biāo)相一致,成為東盟區(qū)域能源安全合作的關(guān)鍵。東盟方式作為東盟各國合作供給公共產(chǎn)品的決策方式,體現(xiàn)了區(qū)域合作的包容性、協(xié)商性和公正性。東盟各國在集體供給區(qū)域能源公共產(chǎn)品實踐中,從能源公共產(chǎn)品的不同類別出發(fā),采取多樣化的供給匯總方式,保證了供給各方責(zé)任明晰,避免“搭便車”行為。同時東盟不斷吸納區(qū)域外國家和國際組織參與東盟能源公共產(chǎn)品供給,不斷提升區(qū)域公共產(chǎn)品的質(zhì)量和層次,體現(xiàn)了東盟能源合作的開放性和包容性特點。
[Abstract]:ASEAN, as a regional international organization with different characteristics from the European Union and the North American Free Trade area, has attracted much attention from scholars for its unique "ASEAN approach" decision-making model and cooperation effectiveness. Some scholars believe that ASEAN is a loose regional organization, summit summit and ministerial meeting is a clear talk place, and the regional cooperation has little effect for several decades, which can not be compared with the development of the European Union. Some scholars believe that ASEAN has gone through the development process of nearly 50 years, and its existence proves the rationality of ASEAN's development path. In recent years, ASEAN has played an active role in the process of energy security cooperation, and all member countries have sought consensus to discuss energy security issues, which reflects the inclusiveness, equality and fairness of ASEAN regional energy security cooperation. This paper takes the process of ASEAN regional energy security cooperation as the research object, and applies the theory of regional public goods to explore how ASEAN can cooperate among regional member countries to supply regional public goods collectively under the background of lack of hegemony and hard mechanism operation. To meet the energy security needs of countries, comprehensive construction of regional energy security platform. The driving force to promote ASEAN regional public goods supply cooperation lies in the increasingly sharp contradiction between the depletion of global energy reserves and the rigid demand for energy in domestic economic development, which alone cannot effectively cope with the energy security dilemma. Only through the integration of regional resources to provide effective public products to ensure regional energy security and to deal with the energy security dilemma collectively is the path to seek regional energy security. ASEAN countries have different levels of economic development and different endowment of energy resources. How to realize the cooperation goal of ASEAN regional public goods and the development goal of energy security of each member country is the key to ASEAN regional energy security cooperation. ASEAN mode, as the decision-making mode of ASEAN countries' cooperation to supply public goods, embodies the inclusiveness, negotiation and fairness of regional cooperation. In the practice of collective supply of regional energy public goods, ASEAN countries adopt diversified supply aggregates from different types of energy public goods, which ensures the clear responsibility of the suppliers and avoids the "hitchhiking" behavior. At the same time, ASEAN continues to attract foreign countries and international organizations to participate in the supply of ASEAN energy public goods, and constantly improve the quality and level of regional public goods, which reflects the openness and inclusiveness of ASEAN energy cooperation.
